INTELLIGENT TRANSPORTATION SYSTEM PRO- 1 GRAM ADVISORY COMMITTEE. 2 Section 5305 of SAFETEA–LU (23 U.S.C. 512 note; 3 Public Law 109–59) is amended by striking subsection (h) 4 and inserting the following: 5 ‘‘(h) ADVISORY COMMITTEE.— 6 ‘‘(1) IN GENERAL.—The Secretary shall estab- 7 lish an advisory committee (referred to in this sub- 8 section as the ‘Committee’) to advise the Secretary 9 in carrying out this subtitle. 10 ‘‘(2) MEMBERSHIP.— 11 ‘‘(A) IN GENERAL.—The Committee 12 shall— 13 ‘‘(i) be composed of not more than 25 14 members; 15 ‘‘(ii) be balanced between metropoli- 16 tan and rural interests; and 17 ‘‘(iii) include, at a minimum— 18 ‘‘(I) a representative of a State 19 department of transportation; 20 ‘‘(II) a representative of a local 21 department of transportation (other 22 than a metropolitan planning organi- 23 zation); 2 ‘‘(V) a representative of a na- 3 tional transit association; 4 ‘‘(VI) a representative of a na- 5 tional, State, or local transportation 6 agency or association; 7 ‘‘(VII) a private sector user of in- 8 telligent transportation system tech- 9 nologies, including emerging vehicle 10 technologies; 11 ‘‘(VIII) a private sector developer 12 of intelligent transportation system 13 technologies, including emerging vehi- 14 cle technologies; 15 ‘‘(IX) an academic researcher— 16 ‘‘(aa) with expertise in com- 17 puter science or another informa- 18 tion science field related to intel- 19 ligent transportation systems; 3 ‘‘(XI) an academic researcher 4 who is a social scientist with expertise 5 in transportation issues; 6 ‘‘(XII) an academic researcher 7 with expertise in labor issues, includ- 8 ing— 9 ‘‘(aa) disruptions due to 10 technology; and 11 ‘‘(bb) opportunities and bar- 12 riers related to transportation 13 and the incorporation of emerg- 14 ing technology; 15 ‘‘(XIII) a representative of a 16 nonprofit group representing the intel- 17 ligent transportation system industry; 3 ‘‘(XVII) an expert in traffic man- 4 agement; 5 ‘‘(XVIII) a representative of a 6 public interest group concerned with 7 the impact of the transportation sys- 8 tem on land use and residential pat- 9 terns, including housing availability; 10 and 11 ‘‘(XIX) members with expertise 12 in planning, safety, and operations. 13 ‘‘(B) TERM.— 14 ‘‘(i) IN GENERAL.—Except as pro- 15 vided in clause (ii), the term of a member 16 of the Committee shall be 3 years. 17 ‘‘(ii) STAGGERED TERMS.—Of the 18 members first appointed to the Com- 19 mittee— 20 ‘‘(I) 1⁄3 shall be appointed for a 21 term of 1 year; and 6 ‘‘(II) if the member is not re- 7 appointed under subclause (I), may 8 serve until a new member is ap- 9 pointed. 10 ‘‘(3) DUTIES.—The Committee shall, at a min- 11 imum— 12 ‘‘(A) provide input into the development of 13 the intelligent transportation system aspects of 14 the 5-year strategic plan under section 6503 of 15 title 49, United States Code; 16 ‘‘(B) annually review areas of intelligent 17 transportation systems programs and research 18 being considered for funding by the Depart- 19 ment, to determine— 20 ‘‘(i) whether those areas of research 21 are likely to advance the state of the prac- 22 tice or state of the art in intelligent trans- 23 portation systems; 4 ‘‘(iii) the appropriate roles for govern- 5 ment and the private sector in investing in 6 the research and technologies being consid- 7 ered; 8 ‘‘(iv) how Federal resources are being 9 utilized to advance intelligent transpor- 10 tation systems; and 11 ‘‘(v) how the Department is engaging 12 and supporting local communities in the 13 adoption and integration of intelligent 14 transportation systems; 15 ‘‘(C) help develop and revise the resource 16 guide described in section 4(b) of the Smart 17 Transportation Advancement and Transition 18 Act; and 19 ‘‘(D) respond to requests for assistance, 20 advice, or consultation from States and local 21 communities as a result of the resource guide 22 described in section 4(b) of the Smart Trans- 23 portation Advancement and Transition Act. 24 ‘‘(4) MEETINGS.—The Committee— 25 VerDate Sep 11 2014 00:06 Jan 11, 2020 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\S3175.IS S3175 kjohnson on DSK79L0C42PROD with BILLS 8 •S 3175 IS ‘‘(A) shall convene not less frequently than 1 twice each year; and 2 ‘‘(B) may convene with the use of remote 3 video conference technology. 4 ‘‘(5) REPORT.—Not later than February 1 of 5 each year beginning after the date of enactment of 6 the Smart Transportation Advancement and Transi- 7 tion Act, the Secretary shall submit to the Commit- 8 tees on Appropriations, Commerce, Science, and 9 Transportation, and Environment and Public Works 10 of the Senate and the Committees on Appropriations 11 and Transportation and Infrastructure of the House 12 of Representatives a report that includes— 13 ‘‘(A) the recommendations made by the 14 Committee during the preceding calendar year; 15 ‘‘(B) an explanation of how the Secretary 16 has implemented those recommendations; and 17 ‘‘(C) for any recommendation not imple- 18 mented, an explanation of the reasons for not 19 implementing the recommendation. 20 ‘‘(6) APPLICABILITY OF FEDERAL ADVISORY 21 COMMITTEE ACT.—The Committee shall be subject 22 to the Federal Advisory Committee Act (5 U.S.C. 23 App.).’’. 24 VerDate Sep 11 2014 00:06 Jan 11, 2020 Jkt 099200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\S3175.IS S3175 kjohnson on DSK79L0C42PROD with BILLS 9 •S 3175 IS SEC. 3. REPORT ON LOCAL ENGAGEMENT. 1 Not later than 150 days after the date of enactment 2 of this Act, and annually thereafter, the Secretary of 3 Transportation, in coordination with the advisory com- 4 mittee established under section 5305(h) of SAFETEA– 5 LU (23 U.S.C. 512 note; Public Law 109–59), shall sub- 6 mit to the Committees on Appropriations, Commerce, 7 Science, and Transportation, and Environment and Public 8 Works of the Senate and the Committees on Appropria- 9 tions and Transportation and Infrastructure of the House 10 of Representatives a report on efforts by the Department 11 of Transportation to engage with local communities, met- 12 ropolitan planning organizations, regional transportation 13 commissions, and multijurisdictional groups, including in 14 rural areas, on advancing data and intelligent transpor- 15 tation systems technologies and other smart cities solu- 16 tions. 17 SEC. 4. SMART COMMUNITY RESOURCE GUIDE. 18 (a) DEFINITIONS.—In this section: 19 (1) ADVISORY COMMITTEE.—The term ‘‘advi- 20 sory committee’’ means the advisory committee es- 21 tablished under section 5305(h) of SAFETEA–LU 22 (23 U.S.C. 512 note; Public Law 109–59). 23 (2) SECRETARY.—The term ‘‘Secretary’’ means 24 the Secretary of Transportation. 25 VerDate Sep 11 2014 00:06 Jan 11, 2020 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\S3175.IS S3175 kjohnson on DSK79L0C42PROD with BILLS 10 •S 3175 IS (3) SMART COMMUNITY.—The term ‘‘smart 1 community’’ means a community that uses innova- 2 tive technologies, data, analytics, and other means to 3 improve the community and address local challenges. 4 (4) SMART COMMUNITY RESOURCE GUIDE.— 5 The term ‘‘smart community resource guide’’ means 6 the resource guide created, published, and main- 7 tained under subsection (b). 8 (b) RESOURCE GUIDE.—The Secretary, in consulta- 9 tion with the advisory committee, shall create, publish, 10 and maintain a resource guide that is designed to assist 11 States and local communities in developing and imple- 12 menting intelligent transportation technology or smart 13 community transportation programs. 14 (c) INCLUSIONS.—The smart community resource 15 guide may include— 16 (1) a compilation of existing related Federal 17 and non-Federal programs that are available to 18 States and local communities in developing and im- 19 plementing smart community transportation pro- 20 grams, including technical assistance, education, 21 training, research and development, analysis, and 22 funding; 4 (3) available examples of proven methods for 5 States and local communities to facilitate the inte- 6 gration of smart community transportation tech- 7 nologies with, or within, new and existing infrastruc- 8 ture and systems; 9 (4) best practices and lessons learned from 10 smart community transportation demonstration 11 projects, including information on return on invest- 12 ment and performance, to help other States and 13 local communities to decide how to begin the inte- 14 gration of smart community transportation tech- 15 nologies; and 16 (5) other topics— 17 (A) as requested by industry entities, 18 States, or local governments; or 19 (B) as determined to be necessary by the 20 Secretary and the advisory committee. 21 (d) USE OF EXISTING GUIDES.—In creating, pub- 22 lishing, and maintaining the smart community resource 23 guide, the advisory committee shall consider existing Fed- 24 eral, State, and local community information, guides, and 25 VerDate Sep 11 2014 00:06 Jan 11, 2020 Jkt 099200 PO 00000 Frm 00011 Fmt 6652 Sfmt 6201 E:\BILLS\S3175.IS S3175 kjohnson on DSK79L0C42PROD with BILLS 12 •S 3175 IS other resources that relate to smart community transpor- 1 tation goals, activities, and best practices— 2 (1) to prevent duplication of efforts by the Fed- 3 eral Government; 4 (2) to improve local accessibility to Federal pro- 5 grams; and 6 (3) to leverage existing, complementary efforts. 7 (e) OUTREACH.—The Secretary, or, at the deter- 8 mination of the Secretary, the advisory committee, shall 9 conduct outreach to States, counties, local communities, 10 and other relevant entities— 11 (1) to provide interested stakeholders with the 12 smart community resource guide, including through 13 publication of the guide on the internet; 14 (2) to promote the consideration of smart com- 15 munity transportation technologies; 16 (3) to encourage States and local governments 17 to contribute smart community transportation pro- 18 gram and activity information to the smart commu- 19 nity resource guide; and 3 (5) for other purposes, as identified by the Sec- 4 retary or the advisory committee. 5 (f) REVISION.—The Secretary and the advisory com- 6 mittee shall issue a revised smart community resource 7 guide not less frequently than once every 3 years. 8 SEC. 5. 21ST CENTURY TRANSPORTATION WORKFORCE. 9 (a) DEFINITIONS.—In this section: 10 (1) APPRENTICESHIP READINESS PROGRAM.— 11 The term ‘‘apprenticeship readiness program’’ 12 means a curriculum or program designed to prepare 13 young people and transitioning adults to enter and 14 succeed in a registered apprenticeship program. 15 (2) CENTER OF EXCELLENCE.—The term 16 ‘‘Center of Excellence’’ means a consortium of public 17 institutions of higher education designated as a Cen- 18 ter of Excellence in Advanced Transportation Work- 19 force Training under subsection (e)(1). 20 [Text truncated for display.
