Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Casa Grande Ruins 4 National Monument Boundary Modification Act of 2019’’. 5 SEC. 2. FINDINGS. 6 Congress finds that— 7 (1) Casa Grande Ruin Reservation was— 8 (A) set aside on March 2, 1889; 9 VerDate Sep 11 2014 15:54 Dec 28, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S3119.IS S3119 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 3119 IS (B) proclaimed as the first archaeological 1 preserve in the United States on June 22, 2 1892; and 3 (C) redesignated as the ‘‘Casa Grande 4 Ruins National Monument’’ on August 3, 1918; 5 (2) the Casa Grande Ruins National Monument 6 protects 1 of the finest architectural examples of 7 13th century Hohokam culture in the Southwest, 8 which was known to early Spanish explorers as the 9 ‘‘Great House’’; 10 (3) Casa Grande is only part of the story of an 11 ancient town that may have covered 2 square miles; 12 and 13 (4) recent surveys and research have deter- 14 mined that the area of the Great House and the vil- 15 lage surrounding the Great House extends beyond 16 the existing boundary of the Casa Grande Ruins Na- 17 tional Monument. 18 SEC. 3. DEFINITIONS. 19 In this Act: 20 (1) BIA LAND.—The term ‘‘BIA land’’ means 21 the approximately 7.41 acres of Federal land admin- 22 istered by the Director of the Bureau of Indian Af- 23 fairs, as generally depicted on the map. 24 VerDate Sep 11 2014 15:54 Dec 28, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3119.IS S3119 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 3119 IS (2) BLM LAND.—The term ‘‘BLM land’’ 1 means the approximately 3.8 acres of Federal land 2 administered by the Director of the Bureau of Land 3 Management, as generally depicted on the map. 4 (3) MAP.—The term ‘‘map’’ means the map en- 5 titled ‘‘Proposed Casa Grande Ruins Boundary 6 Modification’’, numbered 300–120,734, and dated 7 May 2013. 8 (4) MONUMENT.—The term ‘‘Monument’’ 9 means the Casa Grande Ruins National Monument 10 in the State. 11 (5) SECRETARY.—The term ‘‘Secretary’’ means 12 the Secretary of the Interior. 13 (6) STATE.—The term ‘‘State’’ means the State 14 of Arizona. 15 SEC. 4. ACQUISITION AND TRANSFER OF ADMINISTRATIVE 16 JURISDICTION OVER CERTAIN LAND. 17 (a) ACQUISITION OF LAND.—The Secretary may ac- 18 quire by donation, exchange, or purchase with donated or 19 appropriated funds, from willing sellers only, the State 20 land or private land or an interest in the State land or 21 private land, as generally depicted on the map, to be ad- 22 ministered as part of the Monument. 23 (b) TRANSFER OF ADMINISTRATIVE JURISDICTION 24 OVER BIA LAND AND BLM LAND.— 25 VerDate Sep 11 2014 15:54 Dec 28, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S3119.IS S3119 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 3119 IS (1) WITHDRAWAL.—The BIA land and the 1 BLM land are withdrawn from— 2 (A) all forms of entry, appropriation, and 3 disposal under the public land laws; 4 (B) location, entry, and patent under the 5 mining laws; and 6 (C) operation of the mineral leasing and 7 geothermal leasing laws and mineral materials 8 laws. 9 (2) TRANSFER OF ADMINISTRATIVE JURISDIC- 10 TION.— 11 (A) BLM LAND.—Administrative jurisdic- 12 tion over the BLM land is transferred from the 13 Director of the Bureau of Land Management to 14 the Director of the National Park Service. 15 (B) BIA LAND.—Administrative jurisdic- 16 tion over the BIA is transferred from the Direc- 17 tor of the Bureau of Indian Affairs to the Di- 18 rector of the National Park Service. 19 (c) TRANSFER OF ADMINISTRATIVE JURISDICTION 20 TO BIA.—Administrative jurisdiction over the approxi- 21 mately 3.5 acres of Federal land administered by the Di- 22 rector of the National Park Service, as generally depicted 23 on the map as ‘‘Lands to be Transferred to BIA’’, is 24 transferred from the Director of the National Park Service 25 VerDate Sep 11 2014 15:54 Dec 28, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S3119.IS S3119 pamtmann on DSKBC07HB2PROD with BILLS 5 •S 3119 IS to the Director of the Bureau of Indian Affairs for pur- 1 poses of the San Carlos Irrigation Project. 2 (d) ADMINISTRATION; BOUNDARY AND MAP UP- 3 DATE.—On the acquisition of land or an interest in land 4 under subsection (a) or the transfer of land under sub- 5 section (b), the Secretary shall— 6 (1) administer the acquired land or interest in 7 land or transferred land as part of the Monument, 8 in accordance with the laws generally applicable to 9 units of the National Park System, including appli- 10 cable provisions of division A of subtitle I of title 54, 11 United States Code; and 12 (2) modify the boundary of the Monument and 13 update the map to reflect the acquisition or transfer. 14 (e) AVAILABILITY OF MAP.—The map shall be on file 15 and available for inspection in the appropriate offices of 16 the National Park Service. 17 (f) COMPENSATION.—Except in a case in which State 18 land or private land or an interest in State land or private 19 land is acquired by donation, as consideration for the ac- 20 quisition of State land or private land or an interest in 21 State land or private land under subsection (a), the Sec- 22 retary shall— 23 (1) pay fair market value for the acquired land 24 or interest in land; or 25 VerDate Sep 11 2014 15:54 Dec 28, 2019 Jkt 099200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6201 E:\BILLS\S3119.IS S3119 pamtmann on DSKBC07HB2PROD with BILLS 6 •S 3119 IS (2) convey to the State or private landowner, as 1 applicable, Federal land, an interest in Federal land, 2 or any other Federal asset of equal value located in 3 the State. 4 SEC. 5.
