A BILL
To ensure a fair process for negotiations of collective bar-
gaining agreements under chapter 71 of title 5, United
States Code.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. FAIR NEGOTIATION OF COLLECTIVE BAR-
3
GAINING AGREEMENTS.

(a) IN GENERAL.—Any collective bargaining agree-
5
ment under chapter 71 of title 5, United States Code, or
6
any article or term thereof, that has an effective date on

or after April 30, 2019, shall have no force or effect if
1
the collective bargaining agreement was not—
2
(1) mutually and voluntarily agreed to by all
3
parties to the agreement; or
4
(2) ordered following the completion of binding
5
arbitration pursuant to section 7119(b)(2) of title 5,
6
United States Code.

(b) CONTINUATION
OF CERTAIN AGREEMENTS.—

Any collective bargaining agreement under chapter 71 of
9
title 5, United States Code, or any article or term thereof,
10
that expired on or before April 30, 2019, and with respect
11
to which a new collective bargaining agreement having
12
force and effect under subsection (a) of this section has
13
not been executed, shall remain in full force and effect
14
until a new collective bargaining agreement reached
15
through mutual and voluntary agreement, or ordered fol-
16
lowing the completion of binding arbitration pursuant to
17
section 7119(b)(2) of title 5, United States Code, takes
18
effect.
