Mr. BLUMENAUER (for himself and Mr. LOWENTHAL) introduced the following
bill; which was referred to the Committee on Transportation and Infra-
structure
A BILL
To amend the FAST Act to reauthorize the surface transpor-
tation system funding alternatives program, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Road User Charge Ad-
4
vancement Act of 2019’’.
5
SEC. 2. SURFACE TRANSPORTATION SYSTEM FUNDING AL-
6
TERNATIVES.
7
Section 6020 of the FAST Act (23 U.S.C. 503 note)
8
is amended—

(1) in subsection (c) by adding at the end the

following:

‘‘(6) To test solutions to ensure the privacy and
3
security of data collected for the purpose of imple-
4
menting a user-based alternative revenue mecha-
5
nism.’’;
6
(2) in subsection (g) by striking ‘‘50’’ and in-
7
serting ‘‘80’’;
8
(3) in subsection (i)—
9
(A) by striking ‘‘2 years after’’ and insert-
10
ing ‘‘1 year after’’;
11
(B) by striking ‘‘every 2 years’’ and insert-
12
ing ‘‘annually’’; and
13
(C) by inserting ‘‘and a determination of
14
the characteristics of the most successful mech-
15
anisms with the highest potential for future
16
widespread deployment’’ before the period;
17
(4) in subsection (j)—
18
(A) in paragraph (1) by striking ‘‘and’’ at
19
the end;
20
(B) in paragraph (2) by striking the period
21
at the end and inserting a semicolon; and
22
(C) by adding at the end the following:

‘‘(3) $20,000,000 shall be used to carry out
24
this section for fiscal year 2021;

‘‘(4) $25,000,000 shall be used to carry out
1
this section for fiscal year 2022;
2
‘‘(5) $25,000,000 shall be used to carry out
3
this section for fiscal year 2023;
4
‘‘(6) $30,000,000 shall be used to carry out
5
this section for fiscal year 2024; and
6
‘‘(7) $35,000,000 shall be used to carry out
7
this section for fiscal year 2025.’’; and
8
(5) by adding at the end the following:
9
‘‘(l) SPECIAL CONSIDERATION.—In selecting grant
10
recipients under this section during fiscal years 2021
11
through 2025, the Secretary shall provide special consider-
12
ation to proposed projects that—
13
‘‘(1) carry out activities not previously carried
14
out by the applicant that advance the knowledge and
15
practice of surface transportation system funding al-
16
ternatives; or
17
‘‘(2) collect revenue from pilot project partici-
18
pants.’’.
