Mr. SIRES introduced the following bill; which was referred to the Committee
on Transportation and Infrastructure
A BILL
To require the Secretary of Transportation to conduct a
study on the unsafe use of electric scooters, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. STUDY ON THE UNSAFE USE OF ELECTRIC
3
SCOOTERS.
4
(a) STUDY REQUIRED.—The Secretary of Transpor-
5
tation, acting through the Administrator of the National
6
Highway Traffic Safety Administration, shall conduct a
7
study on—

•HR 5426 IH
(1) the behavior of individuals using electric
1
scooters while under the influence of alcohol or
2
drugs;
3
(2) the involvement of electric scooters in traffic
4
accidents; and
5
(3) the effects on pedestrian, scooter user, and
6
motorist safety resulting from—
7
(A) the lack of laws governing the use of
8
electric scooters; and
9
(B) a lack of required training on the safe
10
operation of electric scooters prior to an indi-
11
vidual using such a scooter.

(b) REPORT.—Not later than 12 months after the
13
date of enactment of this Act, the Administrator of the
14
National Highway Traffic Safety Administration shall
15
submit to Congress a report containing Federal, State,
16
and local policy recommendations based on the findings
17
of the study required by this section.
