To provide grants to owners of grandfamily housing, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. GRANT PROGRAM FOR GRANDFAMILY HOUS-
3
ING.
4
(a) DEFINITIONS.—In this section—
5
(1) the term ‘‘grandfamily housing’’ means a
6
dwelling unit dedicated to low-income—
7
(A) grandparents caring full-time for a
8
grandchild; or
9
(B) older relative caregivers caring full-
10
time for a relative child;

(2) the term ‘‘grandfamily resident service coor-
1
dinator’’ means an individual who—
2
(A) is employed or contracted by an owner
3
of grandfamily housing;
4
(B) assists grandparents and older relative
5
caregivers with the process of applying to and
6
moving into the grandfamily housing; and
7
(C) regularly—
8
(i) assesses the needs of the residents,
9
on a collective and family basis, of the
10
grandfamily housing; and
11
(ii) plans and executes grandfamily
12
housing programming services based on
13
the assessment described in clause (i);
14
(3) the term ‘‘low-income’’ means income that
15
does not exceed 80 percent of the area median gross
16
income;
17
(4) the term ‘‘owner of grandfamily housing’’
18
means a nonprofit or for-profit entity that develops,
19
owns, or operates grandfamily housing; and
20
(5) the term ‘‘Secretary’’ means the Secretary
21
of Housing and Urban Development.

(b) ESTABLISHMENT.—The Secretary shall establish
23
a program to provide grants to owners of grandfamily
24
housing for grandfamily resident service coordinators to

support housing programming services, equipment, and
1
building structures of grandfamily housing.
2
(c) USE OF FUNDS.—A recipient of amounts under
3
this section may use any amounts provided to—
4
(1) employ a grandfamily resident service coor-
5
dinator;
6
(2) finance the planning and provision of serv-
7
ices designed for grandparent and older relative
8
caregivers;
9
(3) finance construction and upkeep of spaces
10
within permanent building structures of grandfamily
11
housing and communal areas used for programing
12
and services designed for grandparent and older rel-
13
ative caregivers; and
14
(4) facilitate outreach required under sub-
15
section (d).

(d) OUTREACH.—
17
(1) IN
GENERAL.—Any recipient of amounts
18
under this section shall engage with grandparent
19
and older relative caregivers in the community sur-
20
rounding the property that contains the grandfamily
21
housing owned by the grant recipient by—
22
(A) performing periodic informational out-
23
reach; and

(B) holding periodic events, including in-
1
tergenerational events.

(2) SPECIAL FOCUS.—When undertaking out-
3
reach and events pursuant to paragraph (1), a grant
4
recipient shall place special focus on grandparents
5
and older relative caregivers that reside in a unit—
6
(A) that is part of a housing project for
7
which assistance is provided by the public hous-
8
ing program under the United States Housing
9
Act of 1937 (42 U.S.C. 1437 et seq.);
10
(B) that is part of the program for sup-
11
portive housing for the elderly under section
12
202 of the Housing Act of 1959 (12 U.S.C.
13
1701q); or
14
(C) for which assistance is provided by the
15
program for rental assistance under section 8 of
16
the United States Housing Act of 1937 (42
17
U.S.C. 1437f).

(3) COORDINATION.—Outreach and events un-
19
dertaken pursuant to paragraph (1) shall, where
20
possible, be in coordination with a local kinship navi-
21
gator program (as described in section 474(a)(7) of
22
the Social Security Act) or a comparable program or
23
entity in the State.

(e) AUTHORIZATION
OF APPROPRIATIONS.—There
1
are authorized to be appropriated to the Secretary to carry
2
out this section $50,000,000 for each of fiscal years 2020
3
and 2021.
