To amend the Energy Policy Act of 2005 to require the
Secretary of Energy to establish a carbon technologies
program, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ββCreating Opportunities
4
And Leveraging Technologies for Coal Carbon Act of
5
2019ββ or the ββCOAL TeCC Act of 2019ββ.

SEC. 2. CARBON TECHNOLOGIES PROGRAM.

(a) IN GENERAL.βSubtitle F of title IX of the En-
2
ergy Policy Act of 2005 (42 U.S.C. 16291 et seq.) is
3
amended by adding at the end the following:
4
ββSEC. 969. CARBON TECHNOLOGIES PROGRAM.
5
ββ(a) IN GENERAL.βThe Secretary shall establish a
6
program of research, development, and demonstration for
7
carbon engineering solutions to enable new uses for coal-
8
derived carbon, including the use and conversion of raw
9
coal and processed coal products in all phases, forβ
10
ββ(1) commercial purposes;
11
ββ(2) industrial purposes;
12
ββ(3) defense and military purposes;
13
ββ(4)
agricultural
purposes,
including
soil
14
amendments and fertilizers;
15
ββ(5) medical and pharmaceutical applications;
16
ββ(6) construction and building applications;
17
ββ(7) energy applications; and
18
ββ(8) production of critical minerals.

ββ(b) STUDY.βThe Secretary, acting jointly with the
20
Secretary of Agriculture, the Administrator of the Envi-
21
ronmental Protection Agency, the Secretary of Commerce,
22
and the Secretary of Defense, shall conduct a study to
23
determine the feasibility of, and opportunities for, the
24
commercialization of coal-derived carbon products.

ββ(c) REPORT.βNot later than 180 days after the
1
date on which funds are first disbursed under the program
2
established under subsection (a), the Secretary shall sub-
3
mit to Congress a report thatβ
4
ββ(1) describes the progress and results of the
5
program;
6
ββ(2) includes an analysis of the feasibility of
7
the new uses for coal-derived carbon researched, de-
8
veloped, and demonstrated under subsection (a); and
9
ββ(3) makes recommendations for the establish-
10
ment of a coal-carbon products center of excellence
11
in the 2 major coal-producing regions of the United
12
States.

ββ(d) FUNDING.βOut of amounts made available to
14
the Secretary and not otherwise obligated, the Secretary
15
shall use to carry out this section $5,000,000 for each of
16
fiscal years 2020 through 2024.ββ.

(b) CONFORMING AMENDMENT.βThe table of con-
18
tents for the Energy Policy Act of 2005 (Public Law 109β
19
58; 119 Stat. 600) is amended by adding at the end of
20
the items relating to subtitle F of title IX the following:

ββSec. 969. Carbon technologies program.ββ.
SEC. 3. PILOT AND DEMONSTRATION PROGRAMS FOR THE
22
PURPOSE OF COMMERCIALIZATION.

(a) IN GENERAL.βNot later than 180 days after the
24
date of enactment of this Act, the Secretary of Energy

shall establish a 2-year pilot and demonstration program
1
in each of the 2 major coal-producing regions of the
2
United States for the purpose of partnering with private
3
institutions in coal mining regions to accelerate the com-
4
mercial deployment of coal-carbon products.

(b) FUNDING.βOut of amounts made available to the
6
Secretary and not otherwise obligated, the Secretary shall
7
use to carry out subsection (a) $4,000,000 for each of fis-
8
cal years 2020 through 2025, to be split equally between
9
the 2 pilot and demonstration programs established under
10
subsection (a).
