Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. CARBON TECHNOLOGIES PROGRAM. 1 (a) IN GENERAL.—Subtitle F of title IX of the En- 2 ergy Policy Act of 2005 (42 U.S.C. 16291 et seq.) is 3 amended by adding at the end the following: 4 ‘‘SEC. 969. CARBON TECHNOLOGIES PROGRAM. 5 ‘‘(a) IN GENERAL.—The Secretary shall establish a 6 program of research, development, and demonstration for 7 carbon engineering solutions to enable new uses for coal- 8 derived carbon, including the use and conversion of raw 9 coal and processed coal products in all phases, for— 10 ‘‘(1) commercial purposes; 11 ‘‘(2) industrial purposes; 12 ‘‘(3) defense and military purposes; 13 ‘‘(4) agricultural purposes, including soil 14 amendments and fertilizers; 15 ‘‘(5) medical and pharmaceutical applications; 16 ‘‘(6) construction and building applications; 17 ‘‘(7) energy applications; and 18 ‘‘(8) production of critical minerals. 19 ‘‘(b) STUDY.—The Secretary, acting jointly with the 20 Secretary of Agriculture, the Administrator of the Envi- 21 ronmental Protection Agency, the Secretary of Commerce, 22 and the Secretary of Defense, shall conduct a study to 23 determine the feasibility of, and opportunities for, the 24 commercialization of coal-derived carbon products. 25 VerDate Sep 11 2014 00:16 Dec 20, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S3047.IS S3047 SSpencer on DSKBBXCHB2PROD with BILLS 3 •S 3047 IS ‘‘(c) REPORT.—Not later than 180 days after the 1 date on which funds are first disbursed under the program 2 established under subsection (a), the Secretary shall sub- 3 mit to Congress a report that— 4 ‘‘(1) describes the progress and results of the 5 program; 6 ‘‘(2) includes an analysis of the feasibility of 7 the new uses for coal-derived carbon researched, de- 8 veloped, and demonstrated under subsection (a); and 9 ‘‘(3) makes recommendations for the establish- 10 ment of a coal-carbon products center of excellence 11 in the 2 major coal-producing regions of the United 12 States. 13 ‘‘(d) FUNDING.—Out of amounts made available to 14 the Secretary and not otherwise obligated, the Secretary 15 shall use to carry out this section $5,000,000 for each of 16 fiscal years 2020 through 2024.’’. 17 (b) CONFORMING AMENDMENT.—The table of con- 18 tents for the Energy Policy Act of 2005 (Public Law 109– 19 58; 119 Stat. 600) is amended by adding at the end of 20 the items relating to subtitle F of title IX the following: 21 ‘‘Sec. 969. Carbon technologies program.’’. SEC. 3.
