trolled by service-disabled veterans.

A BILL
To amend the Small Business Act to clarify the treatment
of certain surviving spouses under the definition of small
business concern owned and controlled by service-disabled
veterans.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Service-Disabled Vet-
4
erans Small Business Continuation Act’’.

SEC. 2. TECHNICAL AMENDMENT REGARDING TREATMENT

OF CERTAIN SURVIVING SPOUSES UNDER
2
THE DEFINITION OF SMALL BUSINESS CON-
3
CERN OWNED AND CONTROLLED BY SERV-
4
ICE-DISABLED VETERANS.

Effective on the date specified in section 1832(e) of
6
the National Defense Authorization Act for Fiscal Year
7
2017 (Public Law 114–328; 130 Stat. 2660), section
8
3(q)(2)(C) of the Small Business Act (15 U.S.C.
9
632(q)(2)(C)) is amended—
10
(1) in clause (i)(II), by striking ‘‘rated as 100
11
percent’’ and all that follows through ‘‘service-con-
12
nected disability’’; and
13
(2) by amending clause (ii)(III) to read as fol-
14
lows:

‘‘(III) the date that—
16
‘‘(aa) in the case of a surviving
17
spouse of a veteran with a service-con-
18
nected disability rated as 100 percent
19
disabling or who dies as a result of a
20
service-connected
disability,
is

21
years after the date of the death of
22
the veteran; or
23
‘‘(bb) in the case of a surviving
24
spouse of a veteran with a service-con-
25
nected disability rated as less than
