Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PROHIBITION ON FOREIGN ASSISTANCE TO BOR- 1 DER COUNTRIES THAT ARE NOT TAKING ADE- 2 QUATE MEASURES TO STOP CHILD PORNOG- 3 RAPHY FROM ENTERING THE UNITED 4 STATES. 5 (a) IN GENERAL.—Notwithstanding any other provi- 6 sion of law, the President may not provide foreign assist- 7 ance to any country described in subsection (b) that the 8 President determines is not taking adequate measures to 9 stop child pornography from entering the United States. 10 (b) COUNTRY DESCRIBED.—A country described in 11 this subsection is a country that shares an international 12 border with the United States. 13 (c) DEFINITIONS.—In this section: 14 (1) CHILD PORNOGRAPHY.—The term ‘‘child 15 pornography’’ has the meaning given the term in 16 section 2256 of title 18, United States Code. 17 (2) FOREIGN ASSISTANCE.—The term ‘‘foreign 18 assistance’’ includes grants, loans, guarantees, and 19 other types of financial assistance. 20 Æ VerDate Sep 11 2014 23:57 Dec 12, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H5367.IH H5367 kjohnson on DSK79L0C42 with BILLS
