A BILL
To provide for the restoration of the original carrying capac-
ity of canals impacted by land subsidence, and for other
purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Move Water Now Act’’.
4
SEC. 2. CONVEYANCE CAPACITY CORRECTION PROJECT.
5
(a) IN GENERAL.—There is authorized to be appro-
6
priated to the Secretary of the Interior, $200,000,000 for
7
fiscal years 2020 through 2023, in the aggregate, for the

acceleration and completion of repairs to water conveyance
1
facilities at transferred works in Reclamation States.
2
(b) ELIGIBILITY.—A project eligible for funding
3
under this section is a project where—
4
(1) repairs are major, non-recurring mainte-
5
nance of a mission critical asset;
6
(2) the Secretary determines that the project
7
has lost 50 percent or more of its designed carrying
8
capacity along some portion of the facility; and
9
(3) the additional water made available for con-
10
veyance through the project would be used primarily
11
for groundwater recharge to assist in meeting
12
groundwater sustainability goals defined under State
13
law.

(c) COST SHARING.—
15
(1) FEDERAL SHARE.—The Federal share of
16
the cost of carrying out an activity described in this
17
section shall not be more than 50 percent.
18
(2) NON-FEDERAL
SHARE.—The non-Federal
19
share of the cost of carrying out an activity de-
20
scribed in the section—
21
(A) shall be not less than 50 percent; and
22
(B) may be provided in cash or in-kind.
23
(d) RESTRICTIONS.—Funds authorized to be appro-
24
priated under this section may not be used to build new

surface storage, raise existing reservoirs, or enlarge the
1
carrying capacity of a canal beyond the project’s capacity
2
as previously constructed by the Bureau of Reclamation.

(e) ENVIRONMENTAL COMPLIANCE.—In carrying out
4
projects under this section, the Secretary of the Interior
5
shall comply with all applicable environmental laws, in-
6
cluding—
7
(1) the National Environmental Policy Act of
8
1969;
9
(2) the Endangered Species Act of 1973; and
10
(3) other applicable State law.

(f) SAVINGS.—Federal funds provided under this sec-
12
tion shall be in addition to any and all Federal funding
13
authorized in statute for such purposes and shall be non-
14
reimbursable.

SEC. 3. FUNDING PARITY FOR WATER MANAGEMENT
16
GOALS AND RESTORATION GOALS.
17
In addition to the funding authorized in section
18
10009 of Public Law 111–11, there are authorized to be
19
appropriated an additional $200,000,000 (at October
20
2019 price levels) to implement the Restoration Goal of
21
the Settlement described in section 10004 of Public Law
22
111–11.
