SHORT TITLE. 3 This Act may be cited as the ‘‘Western Water Recy- 4 cling and Drought Relief Act’’. 5 SEC. 2. PROJECT AUTHORIZATIONS. 6 (a) IN GENERAL.—The Reclamation Wastewater and 7 Groundwater Study and Facilities Act (43 U.S.C. 390h 8 et seq.) BENICIA WATER REUSE PROJECT. 3 ‘‘(a) AUTHORIZATION.—The Secretary, in coopera- 4 tion with the City of Benicia, California, is authorized to 5 participate in the design, planning, and construction of re- 6 cycled water system facilities. 7 ‘‘(b) COST SHARE.—The Federal share of the cost 8 of the project authorized by this section shall not exceed 9 25 percent of the total cost of the project. 10 ‘‘(c) LIMITATION.—The Secretary shall not provide 11 funds for the operation and maintenance of the project 12 authorized by this section. 13 ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There 14 is authorized to be appropriated to carry out this section 15 $7,150,000. 16 ‘‘SEC. 16ll. CENTRAL REDWOOD CITY RECYCLED WATER 7 PROJECT. 8 ‘‘(a) AUTHORIZATION.—The Secretary, in coopera- 9 tion with the City of Redwood City, California, is author- 10 ized to participate in the design, planning, and construc- 11 tion of recycled water system facilities. 12 ‘‘(b) COST SHARE.—The Federal share of the cost 13 of the project authorized by this section shall not exceed 14 25 percent of the total cost of the project. 15 ‘‘(c) LIMITATION.—The Secretary shall not provide 16 funds for the operation and maintenance of the project 17 authorized by this section. 18 ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There 19 is authorized to be appropriated to carry out this section 20 $7,500,000. 21 ‘‘SEC. 16ll. WAIKOLOA BEACH RESORT WASTEWATER 1 RECLAMATION FACILITY EXPANSION 2 PROJECT. 3 ‘‘(a) AUTHORIZATION.—The Secretary, in coopera- 4 tion with Hawaii Water Service Company, Waikoloa, Ha- 5 waii, is authorized to participate in the design, planning, 6 and construction of recycled water system facilities. 7 ‘‘(b) COST SHARE.—The Federal share of the cost 8 of the project authorized by this section shall not exceed 9 25 percent of the total cost of the project. 10 ‘‘(c) LIMITATION.—The Secretary shall not provide 11 funds for the operation and maintenance of the project 12 authorized by this section. 13 ‘‘(d) AUTHORIZATION OF APPROPRIATIONS.—There 14 is authorized to be appropriated to carry out this section 15 $1,475,000.’’. 16 (b) PROJECT IMPLEMENTATION.—In carrying out 17 sections 1642 through 1648 of the Reclamation Waste- 18 water and Groundwater Study and Facilities Act, and the 19 sections added to such Act by subsection (a), the Secretary 20 shall enter into individual agreements with the Western 21 Recycled Water Coalition participating agencies to fund 22 the projects, and shall include in such agreements a provi- 23 sion for the reimbursement of design, planning and con- 24 struction costs, including those costs incurred prior to the 25 enactment of this Act, subject to appropriations made 26 VerDate Sep 11 2014 19:57 Dec 11, 2019 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H5302.IH H5302 lotter on DSKBCFDHB2PROD with BILLS 10 •HR 5302 IH available for the Federal share of the project under sec- 1 tions 1642 through 1648 of the Reclamation Wastewater 2 and Groundwater Study and Facilities Act and the sec- 3 tions added to such Act by subsection (a). 4 (c) CLERICAL AMENDMENTS.—The table of contents 5 of the Reclamation Projects Authorization and Adjust- 6 ment Act of 1992 (43 U.S.C. prec. 371) (as amended by 7 section 512(a) of the Consolidated Natural Resources Act 8 of 2008) is amended by adding at the end the following: 9 ‘‘Sec. 16ll.
