A BILL
To enable registered apprenticeship programs to better serve
veterans, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Support for Veterans
4
in Effective Apprenticeships Act of 2019’’.

SEC. 2. IMPROVED APPRENTICESHIP PROGRAM COORDINA-
1
TION BETWEEN THE DEPARTMENT OF LABOR
2
AND THE DEPARTMENT OF VETERANS AF-
3
FAIRS.

(a) DEFINITIONS.—In this Act:
5
(1) REGISTERED APPRENTICESHIP PROGRAM.—
6
The term ‘‘registered apprenticeship program’’
7
means an apprenticeship program registered under
8
the Act of August 16, 1937 (50 Stat. 664; com-
9
monly referred to as the ‘‘National Apprenticeship
10
Act’’).
11
(2) SECRETARY.—The term ‘‘Secretary’’ means
12
the Secretary of Labor.

(b) ADDITIONAL
REGISTERED
APPRENTICESHIP
14
PROGRAM REQUIREMENTS.—Notwithstanding any other
15
provision of law, for any program applying to become a
16
registered apprenticeship program on or after the date
17
that is 180 days after the date of enactment of this Act,
18
the Secretary shall—
19
(1) acquire from the program sponsor a written
20
assurance that the sponsor—
21
(A) is aware of the availability of edu-
22
cational assistance for a veteran or other indi-
23
vidual eligible under chapters 30 through 36 of
24
title 38, United States Code, for use in connec-
25
tion with a registered apprenticeship program;

(B) will make a good faith effort to obtain
1
approval for educational assistance described in
2
subparagraph (A) for, at a minimum, each pro-
3
gram location that employs or recruits a vet-
4
eran or other individual eligible for educational
5
assistance under chapters 30 through 36 of title
6
38, United States Code; and
7
(C) will not deny the application of a quali-
8
fied candidate who is a veteran or other indi-
9
vidual eligible for educational assistance de-
10
scribed in subparagraph (A) for the purpose of
11
avoiding making a good faith effort to obtain
12
approval as described in subparagraph (B);
13
(2) in accordance with paragraphs (5) and (12)
14
of section 29.5(b) of title 29, Code of Federal Regu-
15
lations (as in effect on the day before the date of en-
16
actment of this Act), require the program sponsor,
17
to the extent practicable, to provide standards that
18
contain provisions to grant advanced standing or
19
credit, and provide increased wages commensurate
20
to such standing or credit, for any veteran or other
21
individual eligible for educational assistance under
22
chapters 30 through 36 of title 38, United States
23
Code, who—

(A) is enrolled in the registered apprentice-
1
ship program; and
2
(B)(i) has a demonstrated competence ap-
3
plicable to the apprenticeship occupation; or
4
(ii) has acquired experience, training, or
5
skills through military service that is applicable
6
to the apprenticeship occupation; and
7
(3) when the Secretary approves the registered
8
apprenticeship program, provide a copy of the pro-
9
gram’s certificate of registration to the State ap-
10
proving agency designated under chapter 36 of title
11
38, United States Code, in the State where the pro-
12
gram is located.
