problems in the Upper Mississippi River Basin, and for other purposes.

A BILL
To amend the Water Resources Development Act of 1999
to direct the Secretary of the Army to develop a plan
to address water resource problems in the Upper Mis-
sissippi River Basin, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Upper Mississippi
4
River Flood Control Act’’.
5
SEC. 2. UPPER MISSISSIPPI RIVER COMPREHENSIVE PLAN.

Section 459 of the Water Resources Development Act
7
of 1999 (33 U.S.C. 652 note) is amended—

(1) in subsection (b)—
1
(A) in paragraph (2), by striking ‘‘and’’;
2
(B) in paragraph (3), by striking the pe-
3
riod at the end and inserting a semicolon; and
4
(C) after paragraph (3), by adding at the
5
end the following:

‘‘(4) include determinations (based on imple-
7
mentation studies) as to whether the projects rec-
8
ommended under paragraphs (1) through (3) are eli-
9
gible for funding under the Water Infrastructure Fi-
10
nance and Innovation Act of 2014 (33 U.S.C. 3901
11
et seq.); and
12
‘‘(5) include recommendations on funding alter-
13
natives through public private partnerships for
14
projects recommended under paragraphs (1) through
15
(3), including—
16
‘‘(A) the Federal cost share for non-
17
structural improvements and easement costs;
18
and
19
‘‘(B) the State and local cost share for
20
structural improvements.’’;

(2) in subsection (c)—
22
(A) in paragraph (1), by striking ‘‘; and’’
23
at the end and inserting ‘‘, the Governors of the
24
States within the Upper Mississippi and Illinois

River basins, representatives of the appropriate
1
levee and drainage districts, representatives of
2
nonprofit
organizations,
agricultural
stake-
3
holders, and other interested parties;’’;
4
(B) in paragraph (2)—
5
(i) by striking ‘‘on the date of enact-
6
ment of this Act’’; and
7
(ii) by striking the period at the end
8
and inserting ‘‘; and’’; and
9
(C) by adding at the end the following:
10
‘‘(3) coordinate with the Secretary of Agri-
11
culture to provide assistance under section 3A(a) of
12
the Watershed Protection and Flood Prevention Act
13
(16 U.S.C. 1003a(a)) to local jurisdictions affected
14
by flooding.’’; and
15
(3) in subsection (e), by striking ‘‘3 years after
16
the first date on which funds are appropriated to
17
carry out this section’’ and inserting ‘‘January 1,
18
2021’’.
