A BILL
To amend title 39, United States Code, to provide that
care packages mailed to a member of the Armed Forces
by any family member shall be carried at no cost to
the family member, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Military Care Package
4
Program Act’’.

SEC. 2. NO-COST MAILING OF CARE PACKAGES TO MEM-

BERS OF THE ARMED FORCES.

(a) IN GENERAL.—Chapter 34 of title 39, United
3
States Code, is amended by inserting after section 3401
4
the following new section:
5
‘‘§ 3402. Mailing privileges of family members of
6
members of the Armed Forces of the
7
United States
8
‘‘(a) A military care package shall be carried at no
9
cost to the sender if the package—
10
‘‘(1) is mailed to an individual who is a member
11
of the Armed Forces deployed in support of a con-
12
tingency operation;
13
‘‘(2) is mailed by a family member of such indi-
14
vidual; and
15
‘‘(3) is addressed to a postal facility located at
16
an Armed Forces installation.
17
‘‘(b) The Department of Defense shall reimburse the
18
Postal Service for carrying out this section consistent, to
19
the greatest extent practicable, with the requirements of
20
the second sentence of subsection (c) and subsection (e)
21
of section 3401.

‘‘(c) This section shall be administered under such
23
conditions, and under such regulations, as the Postal Serv-
24
ice and the Secretary of Defense jointly may prescribe.

‘‘(1) the term ‘contingency operation’ has the
1
meaning given that term in section 101(a)(13) of
2
title 10; and
3
‘‘(2) the term ‘family member’ means a parent,
4
sibling, spouse, or child of an individual who is a
5
member of the Armed Forces.’’.

(b) CLERICAL AMENDMENT.—The table of sections
7
for such chapter is amended by inserting after the item
8
relating to section 3401 the following new item:

‘‘3402. Mailing privileges of family members of members of the Armed Forces
of the United States.’’.
