Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Cybersecurity Cur- 4 riculum Enhancement Act’’. 5 SEC. 2. CYBERSECURITY EDUCATION GRANTS. 6 (a) CURRICULUM REQUIREMENTS.—Not later than 7 180 days after the date of enactment of the Act, the Sec- 8 retary of Education, in consultation with Secretary of 9 Homeland Security and the Director of the National Insti- 10 VerDate Sep 11 2014 18:38 Nov 10, 2019 Jkt 099200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4962.IH H4962 pamtmann on DSKBC07HB2PROD with BILLS 2 •HR 4962 IH tute of Standards and Technology to develop requirements 1 that a cybersecurity education curriculum shall meet for 2 purposes of a grant under this section. 3 (b) GRANTS AUTHORIZED.—Not later than 1 year 4 after the date of enactment of this Act, the Secretary, 5 shall award grants, on a competitive basis, to award 6 States, local educational agencies, and nonprofit organiza- 7 tions for cybersecurity education curriculum for secondary 8 schools. 9 (c) GRANT AMOUNT.—A grant awarded under this 10 section shall not exceed $500,000 for any fiscal year. 11 (d) APPLICATIONS.—To receive a grant under this 12 section, an eligible entity shall submit an application to 13 the Secretary at such time, in such manner, and con- 14 taining such information as the Secretary may require, 15 which shall include how the eligible entity’s proposed cy- 16 bersecurity education curriculum will be aligned to the Na- 17 tional Institute of Standards and Technology Special Pub- 18 lication 800–181, National Initiative for Cybersecurity 19 Workforce Framework. 20 (e) REPORTING REQUIREMENTS.—Each eligible enti- 21 ty that receives a grant under this section shall submit 22 to the Secretary a report, on an annual basis, that in- 23 cludes— 24 (1) a description of how the grant was used; 25 VerDate Sep 11 2014 18:38 Nov 10, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4962.IH H4962 pamtmann on DSKBC07HB2PROD with BILLS 3 •HR 4962 IH (2) the number of students who enrolled and 1 completed a secondary school program in which the 2 curriculum was used; and 3 (3) the number of teachers using the cybersecu- 4 rity education curriculum. 5 (f) APPROPRIATIONS.—There are authorized to be 6 appropriated to carry out this section $5,000,000 for fiscal 7 year 2020 and for each of the 4 succeeding fiscal years. 8 (g) CYBERSECURITY EDUCATION.—In this section: 9 (1) CYBERSECURITY EDUCATION.—The term 10 ‘‘cybersecurity education’’ means education on en- 11 suring the confidentiality, integrity, availability, and 12 safety of information systems used in critical infra- 13 structure sectors, including control systems and 14 operational technology. 15 (2) ESEA TERMS.—The terms ‘‘local edu- 16 cational agency’’, ‘‘secondary school’’, and ‘‘Sec- 17 retary’’ have the meanings given the terms in section 18 8101 of the Elementary and Secondary Education 19 Act of 1965 (20 U.S.C. 7801). 20 (3) STATE.—The term ‘‘State’’ means each of 21 the 50 several States. 22 Æ VerDate Sep 11 2014 18:38 Nov 10, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H4962.IH H4962 pamtmann on DSKBC07HB2PROD with BILLS
