A BILL
To prohibit the termination of advisory committees before
the end of their charter unless authorized by law, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Preserve Science in
4
Policymaking Act of 2019’’.

SEC. 2. PROHIBITION ON TERMINATION OF ADVISORY COM-

MITTEES.

Section 14 of the Federal Advisory Committee Act
3
(5 U.S.C. App.) is amended by inserting at the end the
4
following new subsection:

‘‘(d) An advisory committee created under para-
6
graphs (1) or (2) of section 9(a) may not be terminated
7
by the President, the head of an agency, or any officer
8
of the Federal Government before the end of the charter
9
of the advisory committee unless—
10
‘‘(1) the termination is authorized by law; or
11
‘‘(2) the termination is unanimously approved
12
by the Chief Data Officer, Chief Evaluation Officer,
13
and Chief Information Officer of the relevant agen-
14
cy.

‘‘(e) Before the termination of an advisory committee
16
under subsection (d)(2) and not later than 60 days before
17
the date on which the advisory committee is scheduled to
18
be terminated, the head of the relevant agency shall sub-
19
mit to Congress a notification of such termination and
20
provide for a public notice and comment period.’’.
