Resolved by the House of Representatives (the Senate 1 concurring), 2 SECTION 1. SHORT TITLE. 3 This resolution may be cited as the ‘‘Fiscal State of 4 the Nation Resolution’’. 5 SEC. 2. ANNUAL JOINT HEARING OF BUDGET COMMITTEES 6 TO RECEIVE A PRESENTATION BY THE COMP- 7 TROLLER GENERAL. 8 (a) IN GENERAL.—Not later than 45 days (excluding 9 Saturdays, Sundays, and holidays) after the date on which 10 the Secretary of the Treasury submits to Congress the au- 11 dited financial statement required under paragraph (1) of 12 section 331(e) of title 31, United States Code, on a date 13 agreed upon by the chairs of the Committees on the Budg- 14 et of the House of Representatives and the Senate (here- 15 after referred to as the ‘‘Budget Committees’’) and the 16 Comptroller General of the United States, the chairs shall 17 conduct a joint hearing to receive a presentation from the 18 Comptroller General reviewing the findings of the audit 19 required under paragraph (2) of such section and pro- 20 VerDate Sep 11 2014 00:49 Sep 27, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\HC68.IH HC68 pamtmann on DSKBC07HB2PROD with BILLS 3 •HCON 68 IH viding, with respect to the information included by the 1 Secretary in the report accompanying such audited finan- 2 cial statement, an analysis of the financial position and 3 condition of the Federal Government, including financial 4 measures (such as the net operating cost, income, budget 5 deficits, or budget surpluses) and sustainability measures 6 (such as the long-term fiscal projection or social insurance 7 projection) described in such report. 8 (b) PRESENTATION OF STATEMENT IN ACCORDANCE 9 WITH GAO STRATEGIES AND MEANS.—The Comptroller 10 General of the United States shall ensure that the presen- 11 tation at the joint hearing conducted under subsection (a) 12 is made in accordance with the Strategies and Means of 13 the Government Accountability Office, so that the presen- 14 tation will provide professional, objective, fact-based, non- 15 partisan, nonideological, fair, and balanced information to 16 the members attending the hearing. 17 (c) RULES APPLICABLE TO HEARING.— 18 (1) IN GENERAL.—The joint hearing conducted 19 by the chairs of Budget Committees under sub- 20 section (a) shall be conducted in accordance with the 21 Rules of the House of Representatives and the appli- 22 cable Standing Rules of the Senate which apply to 23 such a hearing, including the provisions requiring 24 hearings conducted by committees to be open to the 25 VerDate Sep 11 2014 00:49 Sep 27, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\HC68.IH HC68 pamtmann on DSKBC07HB2PROD with BILLS 4 •HCON 68 IH public, including to radio, television, and still pho- 1 tography coverage. 2 (2) PERMITTING PARTICIPATION BY SENATORS 3 AND MEMBERS NOT SERVING ON BUDGET COMMIT- 4 TEES.—Notwithstanding any provision of the Rules 5 of the House of Representatives or the Standing 6 Rules of the Senate, any Senator and any Member 7 of the House of Representatives (including a Dele- 8 gate or Resident Commissioner to the Congress) 9 may participate in the joint hearing in the same 10 manner and to the same extent as a Senator or 11 Member of the House of Representatives who is a 12 member of either of the Budget Committees. 13 (d) EFFECTIVE DATE.—The requirement under sub- 14 section (a) shall apply with respect to any audited finan- 15 cial statement submitted on or after the date of the enact- 16 ment of this resolution. 17 Æ VerDate Sep 11 2014 00:49 Sep 27, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\HC68.IH HC68 pamtmann on DSKBC07HB2PROD with BILLS
