A BILL
To amend the Indian Health Care Improvement Act to au-
thorize advance appropriations for the Indian Health
Service by providing 2-fiscal-year budget authority, and
for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Indian Health Service
4
Advance Appropriations Act of 2019’’.

SEC. 2. ADVANCE APPROPRIATIONS FOR CERTAIN INDIAN

HEALTH SERVICE ACCOUNTS.
2
(a) IN GENERAL.—Section 825 of the Indian Health
3
Care Improvement Act (25 U.S.C. 1680o) is amended—
4
(1) by inserting ‘‘(a)’’ before ‘‘There are au-
5
thorized’’; and
6
(2) by adding at the end the following:
7
‘‘(b) For each fiscal year, beginning with the first fis-
8
cal year that starts during the year after the year in which
9
this subsection is enacted, discretionary new budget au-
10
thority provided for the Indian Health Services and Indian
11
Health Facilities accounts, and Indian Health Service
12
Contract Support Costs, of the Indian Health Service shall
13
include advance discretionary new budget authority that
14
first becomes available for the first fiscal year after the
15
budget year.

‘‘(c) The Secretary shall include in documents sub-
17
mitted to Congress in support of the President’s budget
18
submitted pursuant to section 1105 of title 31, United
19
States Code, for each fiscal year to which subsection (b)
20
applies detailed estimates of the funds necessary for the
21
Indian Health Services and Indian Health Facilities ac-
22
counts, and Indian Health Service Contract Support
23
Costs, of the Indian Health Service for the fiscal year fol-
24
lowing the fiscal year for which the budget is submitted.’’.

(b) SUBMISSION
OF BUDGET REQUEST.—Section
1
1105(a) of title 31, United States Code, is amended by
2
adding at the end the following new paragraph:
3
‘‘(40) information on estimates of appropria-
4
tions for the fiscal year following the fiscal year for
5
which the budget is submitted for the following ac-
6
counts of the Indian Health Service:
7
‘‘(A) Indian Health Services.
8
‘‘(B) Indian Health Facilities.
9
‘‘(C) Indian Health Service Contract Sup-
10
port Costs.’’.
