Stafford Disaster Relief and Emer- gency Assistance Act to require Federal agencies im- pacted by a major disaster to submit to Congress a report on the estimated cost of the impact, and for other purposes. Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. ESTIMATED COST OF IMPACT TO FEDERAL AGEN- 1 CIES. 2 Section 430 of the Robert T. Stafford Disaster Relief 3 and Emergency Assistance Act (42 U.S.C. 5189h) is 4 amended by adding at the end the following: 5 ‘‘(f) ESTIMATED COST OF IMPACT ON FEDERAL 6 AGENCIES.— 7 ‘‘(1) INITIAL REPORT.—Not later than 30 days 8 after the date on which the President declares a 9 major disaster under section 401, any Federal agen- 10 cy that sustained specified damage as a result of the 11 disaster shall submit to the appropriate entities a re- 12 port that contains— 13 ‘‘(A) a description of the specified damage 14 incurred by the agency; 15 ‘‘(B) an estimate of the cost of such speci- 16 fied damage; and 17 ‘‘(C) a description of any effects to agency 18 operations if the agency does not receive addi- 19 tional resources. 20 ‘‘(2) FINAL REPORT.—Not later than 60 days 21 after such date, a Federal agency that submitted an 22 initial report under paragraph (1) shall update such 23 initial report and submit to the appropriate entities 24 a final report containing the information described 25 in such paragraph. 26 VerDate Sep 11 2014 21:43 Sep 20, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4376.IH H4376 kjohnson on DSK79L0C42 with BILLS 3 •HR 4376 IH ‘‘(3) DEFINITIONS.—In this subsection: 1 ‘‘(A) APPROPRIATE ENTITIES.—The term 2 ‘appropriate entities’ means the Committee on 3 Appropriations of the House of Representatives, 4 the Committee on Appropriations of the Senate, 5 the Office of Management and Budget, and any 6 Member of Congress representing a location im- 7 pacted by the disaster. 8 ‘‘(B) SPECIFIED DAMAGE.—The term 9 ‘specified damage’ means— 10 ‘‘(i) damage to Federal facilities and 11 property; 12 ‘‘(ii) negative impacts on Federal op- 13 erations, including damage to equipment, 14 loss of program support, and any other 15 calculable costs, as well as costs necessary 16 to resume operations; and 17 ‘‘(iii) loss of services, totaling a cost 18 exceeding $500,000, that would have been 19 provided by the agency but for the dis- 20 aster.’’. 21 VerDate Sep 11 2014 21:43 Sep 20, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H4376.IH H4376 kjohnson on DSK79L0C42 with BILLS 4 •HR 4376 IH SEC. 3. EXPEDITED CONSIDERATION OF BILL MAKING SUP- 1 PLEMENTAL APPROPRIATIONS TO AGENCIES 2 IN RESPONSE TO REPORT ON SPECIFIED 3 DAMAGE. 4 (a) EXPEDITED CONSIDERATION.— 5 (1) IN GENERAL.—The provisions of section 6 2908 (other than subsection (a)) of the Defense 7 Base Closure and Realignment Act of 1990 (10 8 U.S.C. 2687 note) shall apply to the consideration of 9 a bill described in subsection (b) in the same manner 10 as such provisions apply to a joint resolution de- 11 scribed in section 2908(a) of such Act. 12 (2) SPECIAL RULES.—For purposes of applying 13 paragraph (1) with respect to such provisions, the 14 following rules shall apply: 15 (A) Any reference to the Committee on 16 Armed Services of the House of Representatives 17 shall be deemed a reference to the Committee 18 on Appropriations of the House of Representa- 19 tives, and any reference to the Committee on 20 Armed Services of the Senate shall be deemed 21 a reference to the Committee on Appropriations 22 of the Senate. 23 (B) Any reference to the date on which the 24 President transmits a report shall be deemed a 25 reference to the date on which the bill is intro- 26 VerDate Sep 11 2014 21:43 Sep 20, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H4376.IH H4376 kjohnson on DSK79L0C42 with BILLS 5 •HR 4376 IH duced in the House of Representatives or Sen- 1 ate (as the case may be). 2 (b) BILL DESCRIBED.—For purposes of subsection 3 (a), a bill described in this subsection is a bill— 4 (1) which is introduced during the 90-day pe- 5 riod which begins on the date the President declares 6 a major disaster under section 401 of the Robert T. 7 Stafford Disaster Relief and Emergency Assistance 8 Act (42 U.S.C. 5170); 9 (2) which consists solely of appropriations made 10 to each Federal agency which submitted a final re- 11 port with respect to such major disaster under sec- 12 tion 430(f)(2) of such Act (as added by section 2) 13 for costs associated with, and in the amount of, the 14 specified damage incurred by the agency, as set 15 forth in such final report; and 16 (3) the title of which is as follows: ‘‘A bill mak- 17 ing supplemental appropriations in response to the 18 major disaster declared by the President under sec- 19 tion 401 of the Robert T.
