which was referred to the Committee on Education and Labor
A BILL
To amend the Higher Education Act of 1965 to promote
comprehensive campus mental health and suicide preven-
tion plans, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Enhancing Mental
4
Health and Suicide Prevention Through Campus Planning
5
Act’’.

SEC. 2. ENCOURAGING CAMPUS COMPREHENSIVE MENTAL

HEALTH AND SUICIDE PREVENTION PLANS.
2
Part L of title VIII of the Higher Education Act of
3
1965 (20 U.S.C. 1161l et seq.) is amended—
4
(1) by redesignating section 826 as section 827;
5
and
6
(2) by inserting after section 825 the following
7
new section:

‘‘SEC. 826. ENCOURAGING CAMPUS COMPREHENSIVE MEN-
9
TAL
HEALTH
AND
SUICIDE
PREVENTION
10
PLANS.
11
‘‘(a) IN GENERAL.—The Secretary shall make efforts
12
to encourage institutions of higher education to develop
13
and implement comprehensive campus mental health and
14
suicide prevention plans. Such efforts—
15
‘‘(1) shall be conducted in coordination with the
16
Secretary of Health and Human Services (acting
17
through the Administrator of the Substance Abuse
18
and Mental Health Services Administration);
19
‘‘(2) shall align with—
20
‘‘(A) the efforts of the Suicide Prevention
21
Resource Center, specifically the Center’s model
22
of nine strategies that form a comprehensive
23
approach to suicide prevention;
24
‘‘(B) the 21st Century Cures Act (42
25
U.S.C. 201 note); and

‘‘(C) the programs authorized under the
1
Garrett Lee Smith Memorial Act (42 U.S.C.
2
201 note; Public Law 108–355);
3
‘‘(3) shall take into consideration existing State
4
efforts to address mental health and suicide preven-
5
tion at institutions of higher education; and
6
‘‘(4) may be carried out in collaboration with
7
nonprofit organizations and other experts and stake-
8
holders in the field of campus mental health and sui-
9
cide prevention.

‘‘(b) REPORTS.—The Secretary, or a designee of the
11
Secretary, shall report to Congress on the efforts of the
12
Secretary carried out under this section—
13
‘‘(1) not later than one year after the date of
14
enactment of the Enhancing Mental Health and Sui-
15
cide Prevention Through Campus Planning Act; and
16
‘‘(2) three years after the date of enactment of
17
such Act.

‘‘(c) CONSTRUCTION.—Nothing in this section shall
19
be construed as creating new statutory requirements for
20
institutions of higher education or granting the Secretary
21
new regulatory authority.’’.
