To amend title 28, United States Code, to limit the authority
of district courts to provide injunctive relief, and for
other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Nationwide Injunction
4
Abuse Prevention Act of 2019’’.

SEC. 2. LIMITATION ON AUTHORITY OF UNITED STATES

DISTRICT COURTS TO PROVIDE INJUNCTIVE

RELIEF.

(a) IN GENERAL.—Chapter 85 of title 28, United
4
States Code, is amended by adding at the end the fol-
5
lowing:
6
‘‘§ 1370. Limitation on authority to provide injunctive
7
relief
8
‘‘Notwithstanding any other provision of law, no dis-
9
trict court may issue any order providing injunctive relief
10
unless the order is applicable only to—
11
‘‘(1) the parties to the case before the district
12
court; or
13
‘‘(2) the judicial district in which the order is
14
issued.’’.

(b) TABLE OF SECTIONS.—The table of sections for
16
chapter 84 of title 28, United States Code, is amended
17
by adding at the end the following:
18
‘‘1370. Limitation on authority to provide injunctive relief.’’.
