Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘America Grows Act 4 of 2019’’. 5 SEC. 2. FUNDING. 6 (a) IN GENERAL.—There are authorized to be appro- 7 priated to each funding recipient described in subsection 8 (b), as determined by the Director of the Office of Man- 9 agement and Budget— 10 VerDate Sep 11 2014 01:58 Sep 11, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2458.IS S2458 pamtmann on DSKBC07HB2PROD with BILLS 2 •S 2458 IS (1) for fiscal year 2020, not less than 105 per- 1 cent of the amount of new budget authority made 2 available in appropriation Acts for that recipient for 3 fiscal year 2019, adjusted for inflation; 4 (2) for fiscal year 2021, not less than 105 per- 5 cent of the amount determined under paragraph (1) 6 for that recipient, adjusted for inflation; 7 (3) for fiscal year 2022, not less than 105 per- 8 cent of the amount determined under paragraph (2) 9 for that recipient, adjusted for inflation; 10 (4) for fiscal year 2023, not less than 105 per- 11 cent of the amount determined under paragraph (3) 12 for that recipient, adjusted for inflation; and 13 (5) for fiscal year 2024, not less than 105 per- 14 cent of the amount determined under paragraph (4) 15 for that recipient, adjusted for inflation. 16 (b) FUNDING RECIPIENTS DESCRIBED.—The fund- 17 ing recipients referred to in subsection (a) are— 18 (1) the Agricultural Research Service; 19 (2) the Economic Research Service; 20 (3) the National Agricultural Statistics Service; 21 and 22 (4) the National Institute of Food and Agri- 23 culture. 24 VerDate Sep 11 2014 01:58 Sep 11, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2458.IS S2458 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 2458 IS SEC. 3. BUDGETARY PROVISIONS. 1 (a) CAP ADJUSTMENTS.—Section 251(b)(2) of the 2 Balanced Budget and Emergency Deficit Control Act of 3 1985 (2 U.S.C. 901(b)(2)) is amended by adding at the 4 end the following: 5 ‘‘(G) AGRICULTURE RESEARCH.— 6 ‘‘(i) ADJUSTMENT FOR ADDITIONAL 7 FUNDING.—If a bill or joint resolution 8 making appropriations for a fiscal year is 9 enacted that specifies amounts for an agri- 10 cultural research funding recipient, then 11 the adjustments for that fiscal year shall 12 be the amount of additional new budget 13 authority provided in that Act for that ag- 14 ricultural research funding recipient for 15 that fiscal year, but shall not exceed— 16 ‘‘(I) for fiscal year 2020, the dif- 17 ference between— 18 ‘‘(aa) the amount of new 19 budget authority made available 20 in appropriation Acts for that ag- 21 ricultural research funding recipi- 22 ent for fiscal year 2019; and 10 ‘‘(bb) the amount deter- 11 mined by the Director under sec- 12 tion 2(a)(2) of the America 13 Grows Act of 2019 with respect 14 to that agricultural research 15 funding recipient; 16 ‘‘(III) for fiscal year 2022, the 17 difference between— 18 ‘‘(aa) the amount of new 19 budget authority made available 20 in appropriation Acts for that ag- 21 ricultural research funding recipi- 22 ent for fiscal year 2019; 4 ‘‘(IV) for fiscal year 2023, the 5 difference between— 6 ‘‘(aa) the amount of new 7 budget authority made available 8 in appropriation Acts for that ag- 9 ricultural research funding recipi- 10 ent for fiscal year 2019; and 11 ‘‘(bb) the amount deter- 12 mined by the Director under sec- 13 tion 2(a)(4) of the America 14 Grows Act of 2019 with respect 15 to that agricultural research 16 funding recipient; and 17 ‘‘(V) for fiscal year 2024, the dif- 18 ference between— 19 ‘‘(aa) the amount of new 20 budget authority made available 21 in appropriation Acts for that ag- 22 ricultural research funding recipi- 23 ent for fiscal year 2019;
