A BILL
To establish a program to accurately document vehicles that
were significant in the history of the United States,
and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘National Historic Vehi-
4
cle Register Act of 2019’’.

SEC. 2. NATIONAL HISTORIC VEHICLE REGISTER.

(a) DEFINITIONS.—In this section:

(1) REGISTER.—The term ‘‘Register’’ means
1
the National Historic Vehicle Register established
2
under subsection (b)(1).
3
(2) SECRETARY.—The term ‘‘Secretary’’ means
4
the Secretary of the Interior, acting through the Di-
5
rector of the National Park Service.
6
(3) VEHICLE.—The term ‘‘vehicle’’ includes—
7
(A) a commercial or noncommercial vehi-
8
cle;
9
(B) a motorcycle; and
10
(C) a truck.

(b) ESTABLISHMENT.—
12
(1) IN GENERAL.—The Secretary shall establish
13
and maintain a register of historic vehicles, to be
14
known as the ‘‘National Historic Vehicle Register’’,
15
which shall include, with respect to each vehicle on
16
the Register—
17
(A) a narrative describing the historic vehi-
18
cle and the historical significance of that vehi-
19
cle;
20
(B) a photographic record of the historic
21
vehicle; and
22
(C) a line drawing or engineering drawing
23
of the historic vehicle, as applicable.

(2) COORDINATION.—The Secretary shall co-

ordinate with the Historic Vehicle Association, the
2
American Motorcycle Heritage Foundation, and
3
other appropriate organizations, as determined by
4
the Secretary, to invite individual, institutional, and
5
other owners of historic vehicles to participate in the
6
Register.
7
(3) LOCATION.—The Register shall be archived
8
in the Library of Congress.
9
(c) CRITERIA FOR HISTORIC VEHICLES.—
10
(1) IN GENERAL.—The Secretary shall develop
11
criteria for the inclusion of historic vehicles on the
12
Register, in accordance with paragraph (2).
13
(2) FACTORS FOR CONSIDERATION.—In devel-
14
oping criteria under this subsection, the Secretary
15
shall take into consideration the following factors, as
16
applied to a vehicle:
17
(A) ASSOCIATIVE VALUE.—
18
(i) EVENTS.—A vehicle associated
19
with an event that is important in auto-
20
motive or United States history.
21
(ii) INDIVIDUALS.—A vehicle associ-
22
ated with the life of an individual who is
23
significant in automotive or United States
24
history.

(B) DESIGN OR CONSTRUCTION VALUE.—
1
A vehicle that is distinctive based on—
2
(i) design;
3
(ii) engineering;
4
(iii) craftsmanship; or
5
(iv) aesthetic value.
6
(C) INFORMATIONAL VALUE.—A vehicle of
7
a particular type that—
8
(i) was the first or last produced of
9
that type; or
10
(ii) is among the most well-preserved
11
or authentically restored examples of that
12
type.
13
(d) CONTRACTS AND COOPERATIVE AGREEMENTS.—
14
In carrying out this section, the Secretary may enter into
15
contracts or cooperative agreements with the Federal Gov-
16
ernment, State governments, units of local government,
17
public or private agencies, organizations, associations, in-
18
stitutions, corporations, other entities, or individuals for
19
the purpose of sharing costs or services in carrying out
20
authorized activities of the Secretary in administering the
21
Register.

(e) EFFECT OF SECTION.—Nothing in this section—

(1) supersedes any Federal, State, or local envi-
1
ronmental or air quality standard relating to the op-
2
eration of a motor vehicle or a historic vehicle;
3
(2) violates the privacy of the owner of any his-
4
toric vehicle; or
5
(3) requires that a historic vehicle be docu-
6
mented without the consent of the owner.
7
(f) NO NEW APPROPRIATIONS.—No new appropria-
8
tions shall be authorized to carry out this section.
