To amend the Higher Education Act of 1965 to allow a recipient of an
institutional aid grant to use funds under such grant to establish, im-
prove, or expand partnerships with child care providers.

A BILL
To amend the Higher Education Act of 1965 to allow a
recipient of an institutional aid grant to use funds under
such grant to establish, improve, or expand partnerships
with child care providers.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Empower Parents in
4
College Act of 2019’’.

TIES.

Section 311(c) of the Higher Education Act of 1965
3
(20 U.S.C. 1057(c)) is amended—
4
(1) by redesignating paragraph (13) as para-
5
graph (14); and
6
(2) by inserting after paragraph (12) the fol-
7
lowing:

‘‘(13) Establishing, improving, or expanding
9
partnerships with child care providers.’’.
