SHORT TITLE. 3 This Act may be cited as the ‘‘Clean Energy Jobs 4 Act of 2019’’. 5 SEC. 2. (com- 3 monly known as the ‘‘National Apprenticeship Act’’). 4 (2) EDUCATIONAL INSTITUTION.—The term 5 ‘‘educational institution’’ means— 6 (A) an elementary school; 7 (B) a secondary school; and 8 (C) an institution of higher education. 9 (3) ELEMENTARY SCHOOL.—The term ‘‘elemen- 10 tary school’’ has the meaning given the term in sec- 11 tion 8101 of the Elementary and Secondary Edu- 12 cation Act of 1965 (20 U.S.C. 7801). 13 (4) ENERGY-RELATED INDUSTRY.—The term 14 ‘‘energy-related industry’’ includes each of the fol- 15 lowing industries: 16 (A) The energy efficiency industry. 17 (B) The renewable energy industry. 18 (C) The chemical manufacturing industry. 19 (D) The utility industry. 20 (E) The alternative fuels industry. 21 (F) The pipeline industry. 22 (G) The nuclear energy industry. 23 (H) The oil and gas industry. 24 (I) The coal industry. 25 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 2393 RS (5) INSTITUTION OF HIGHER EDUCATION.—The 1 term ‘‘institution of higher education’’ has the 2 meaning given the term in section 102 of the Higher 3 Education Act of 1965 (20 U.S.C. 1002). 4 (6) LABOR ORGANIZATION.—The term ‘‘labor 5 organization’’ has the meaning given the term in 6 section 2 of the National Labor Relations Act (29 7 U.S.C. 152). 8 (7) LOCAL WORKFORCE DEVELOPMENT 9 BOARD.—The term ‘‘local workforce development 10 board’’ has the meaning given the term ‘‘local 11 board’’ in section 3 of the Workforce Innovation and 12 Opportunity Act (29 U.S.C. 3102). 13 (8) MINORITY-SERVING INSTITUTION.—The 14 term ‘‘minority-serving institution’’ means— 15 (A) a Hispanic-serving institution (as de- 16 fined in section 502(a) of the Higher Education 17 Act of 1965 (20 U.S.C. 1101a(a))); 18 (B) a Tribal College or University (as de- 19 fined in section 316(b) of the Higher Education 20 Act of 1965 (20 U.S.C. 1059c(b))); 21 (C) an Alaska Native-serving institution 22 (as defined in section 317(b) of the Higher 23 Education Act of 1965 (20 U.S.C. 1059d(b))); 24 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 2393 RS (D) a Native Hawaiian-serving institution 1 (as defined in section 317(b) of the Higher 2 Education Act of 1965 (20 U.S.C. 1059d(b))); 3 (E) a Predominantly Black Institution (as 4 defined in section 318(b) of the Higher Edu- 5 cation Act of 1965 (20 U.S.C. 1059e(b))); 6 (F) a Native American-serving nontribal 7 institution (as defined in section 319(b) of the 8 Higher Education Act of 1965 (20 U.S.C. 9 1059f(b))); and 10 (G) an Asian American and Native Amer- 11 ican Pacific Islander-serving institution (as de- 12 fined in section 320(b) of the Higher Education 13 Act of 1965 (20 U.S.C. 1059g(b))). 14 (9) SECONDARY SCHOOL.—The term ‘‘sec- 15 ondary school’’ has the meaning given the term in 16 section 8101 of the Elementary and Secondary Edu- 17 cation Act of 1965 (20 U.S.C. 7801). 18 (10) SECRETARY.—The term ‘‘Secretary’’ 19 means the Secretary of Energy. 20 (11) STATE WORKFORCE DEVELOPMENT 21 BOARD.—The term ‘‘State workforce development 22 board’’ has the meaning given the term ‘‘State 23 board’’ in section 3 of the Workforce Innovation and 24 Opportunity Act (29 U.S.C. 3102). 25 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 5 •S 2393 RS (12) WORKFORCE DEVELOPMENT PROGRAM.— 1 The term ‘‘workforce development program’’ has the 2 meaning given the term in section 3 of the Work- 3 force Innovation and Opportunity Act (29 U.S.C. 4 3102). 5 SEC. 3. ENERGY WORKFORCE DEVELOPMENT PROGRAM. 6 (a) ESTABLISHMENT.—The Secretary shall establish 7 and carry out a comprehensive and nationwide program 8 (referred to in this section as the ‘‘program’’) in accord- 9 ance with this section to improve education and training 10 for jobs in energy-related industries (including manufac- 11 turing, engineering, construction, and retrofitting jobs in 12 energy-related industries) to increase the number of 13 skilled workers trained to work in energy-related indus- 14 tries. 15 (b) WORKFORCE DEVELOPMENT.— 16 (1) IN GENERAL.—In carrying out the program, 17 the Secretary shall— 18 (A) encourage underrepresented groups, 19 including religious and ethnic minorities, 20 women, veterans, individuals with disabilities, 21 unemployed energy workers, and socioeconomic- 22 ally disadvantaged individuals, to enter into 23 science, technology, engineering, and mathe- 24 matics fields; 6 (C) provide internships, fellowships, 7 traineeships, apprenticeships, and employment 8 at the Department of Energy, including at Na- 9 tional Laboratories; 10 (D) provide research grants and technical 11 assistance to institutions of higher education, 12 with priority given to minority-serving institu- 13 tions; 14 (E) provide students and other candidates 15 for employment with the necessary skills and 16 certifications for skilled, semiskilled, and highly 17 skilled jobs in energy-related industries; 18 (F) ensure that the program is in align- 19 ment with the Minorities in Energy Initiative of 20 the Department of Energy; 21 (G) engage with other programs and lab- 22 oratories in the Department of Energy that are 23 carrying out the Minorities in Energy Initiative 24 of the Department of Energy; and 25 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00006 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 7 •S 2393 RS (H) to the maximum extent practicable, 1 collaborate with and support State workforce 2 development programs to maximize the effi- 3 ciency of the program. 4 (2) PRIORITY.—In carrying out the program, 5 the Secretary shall prioritize the education and 6 training of underrepresented groups for jobs in en- 7 ergy-related industries. 8 (c) DIRECT ASSISTANCE.— 9 (1) IN GENERAL.—To carry out the program, 10 the Secretary shall provide direct assistance (includ- 11 ing financial assistance awards, technical expertise, 12 and guidance on internships) to educational institu- 13 tions, local workforce development boards, State 14 workforce development boards, nonprofit organiza- 15 tions, labor organizations, and apprenticeship pro- 16 grams. 17 (2) DISTRIBUTION.—The Secretary shall dis- 18 tribute direct assistance under paragraph (1) in a 19 manner that— 20 (A) is proportional to the needs of, and de- 21 mand for jobs in, an energy-related industry; 22 and 23 (B) is consistent with the information ob- 24 tained under subsections (e)(3) and (j). 25 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 8 •S 2393 RS (d) RESOURCE CENTER.—The Secretary shall estab- 1 lish an online resource center— 2 (1) to maintain and update information and re- 3 sources on training programs for jobs in energy-re- 4 lated industries (including manufacturing, engineer- 5 ing, construction, and retrofitting jobs in energy-re- 6 lated industries); and 7 (2) as a resource for educational institutions, 8 local workforce development boards, State workforce 9 development boards, nonprofit organizations, labor 10 organizations, and apprenticeship programs that 11 would like to develop and implement training pro- 12 grams for the jobs described in paragraph (1). 13 (e) COLLABORATION AND REPORT.—In carrying out 14 the program, the Secretary shall— 15 (1) collaborate with educational institutions, 16 local workforce development boards, State workforce 17 development boards, nonprofit organizations, labor 18 organizations, apprenticeship programs, and energy- 19 related industries; and 6 (B) educational institutions that seek to 7 establish those programs; and 8 (3) collaborate with the Commissioner of the 9 Bureau of Labor Statistics, the Secretary of Com- 10 merce, the Director of the Bureau of the Census, 11 and energy-related industries— 12 (A) to develop a comprehensive and de- 13 tailed understanding of the workforce needs of 14 and job opportunities in energy-related indus- 15 tries, by State and by region; and 16 (B) to publish an annual report on job cre- 17 ation in the energy-related industries described 18 in subparagraphs (A) through (L) of subsection 19 (j)(2). 20 (f) GUIDELINES FOR EDUCATIONAL INSTITU- 21 TIONS.— 22 (1) IN GENERAL.—The Secretary, in collabora- 23 tion with the Secretary of Education, the Secretary 24 of Commerce, the Secretary of Labor, and the Direc- 25 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 10 •S 2393 RS tor of the National Science Foundation, shall de- 1 velop and provide to educational institutions vol- 2 untary guidelines or best practices for providing 3 graduates with skills necessary for jobs in energy-re- 4 lated industries (including manufacturing, engineer- 5 ing, construction, and retrofitting jobs in energy-re- 6 lated industries). 7 (2) INPUT FROM INDUSTRY.—In carrying out 8 paragraph (1), the Secretary shall solicit input from 9 energy-related industries. 10 (3) ENERGY EFFICIENCY AND CONSERVATION 11 INITIATIVES.—The voluntary guidelines or best prac- 12 tices developed under paragraph (1) shall include 13 grade-specific guidelines for teaching students and 14 families of students energy efficiency technology, 15 manufacturing efficiency technology, community en- 16 ergy resiliency, and conservation initiatives. 17 (4) STEM EDUCATION.—The guidelines or best 18 practices developed under paragraph (1) shall pro- 19 mote education in science, technology, engineering, 20 and mathematics as it relates to job opportunities in 21 the energy-related industries described in subsection 22 (j)(2). 23 (g) OUTREACH TO MINORITY-SERVING INSTITU- 24 TIONS.—The Secretary shall— 25 VerDate Sep 11 2014 03:08 Dec 19, 2019 Jkt 099200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6401 E:\BILLS\S2393.RS S2393 pamtmann on DSKBC07HB2PROD with BILLS 11 •S 2393 RS (1) give special consideration to increasing out- 1 reach to minority-serving institutions; 2 (2) make resources available to minority-serving 3 institutions to increase the number of skilled minori- 4 ties and women qualified for jobs in energy-related 5 industries (including manufacturing, engineering, 6 construction, and retrofitting jobs in energy-related 7 industries); 8 (3) encourage energy-related industries to im- 9 prove opportunities for students of minority-serving 10 institutions to participate in industry internships 11 and cooperative work-study programs; and 12 (4) work with the laboratories of the Depart- 13 ment of Energy to increase the participation of 14 underrepresented groups in internships, fellowships, 15 training programs, and employment at those labora- 16 tories. 17 (h) OUTREACH TO DISPLACED AND UNEMPLOYED 18 ENERGY WORKERS.—The Secretary shall— 19 (1) give special consideration to increasing out- 20 reach to employers and job trainers preparing dis- 21 placed and unemployed energy workers for emerging 22 jobs in energy-related industries (including manufac- 23 turing, engineering, construction, and retrofitting 24 jobs in energy-related industries); and 6 (3) encourage energy-related industries to im- 7 prove opportunities for displaced and unemployed 8 energy workers to participate in industry internships 9 and cooperative work-study programs. 10 (i) ENROLLMENT IN TRAINING AND APPRENTICE- 11 SHIP PROGRAMS.—The Secretary shall collaborate with 12 industry, local workforce development boards, State work- 13 force development boards, nonprofit organizations, labor 14 organizations, and apprenticeship programs to help iden- 15 tify students and other candidates, including from under- 16 represented communities such as minorities, women, and 17 veterans, to enroll in training and apprenticeship pro- 18 grams for jobs in energy-related industries. 19 (j) GUIDELINES TO DEVELOP SKILLS FOR AN EN- 20 ERGY INDUSTR [Text truncated for display.
