SHORT TITLE. 3 This Act may be cited as the ‘‘GI Bill Planning Act 4 of 2019’’. 5 SEC. 2. PERIOD FOR ELECTION TO RECEIVE BENEFITS 6 UNDER ALL-VOLUNTEER EDUCATIONAL AS- 7 SISTANCE PROGRAM OF DEPARTMENT OF 8 VETERANS AFFAIRS. 9 (a) IN GENERAL.—Section 3011 of title 38, United 10 States Code, is amended— 11 (1) in subsection (c)(1), by striking ‘‘Any such 12 election shall be made at the time the individual ini- 13 tially enters on active duty as a member of the 14 Armed Forces’’ and inserting ‘‘Any such election 15 shall be made during the 90-day period beginning on 16 the day that is 180 days after the date on which the 17 individual initially enters initial training’’; and 18 (2) in subsection (b)(1), by striking ‘‘that such 19 individual is entitled to such pay’’ and inserting 20 ‘‘that begin after the date that is 270 days after the 21 date on which the individual initially enters initial 22 training’’. 23 VerDate Sep 11 2014 23:36 Nov 13, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H4162.RFS H4162 pamtmann on DSKBC07HB2PROD with BILLS 3 HR 4162 RFS (b) EFFECTIVE DATE.—The amendments made by 1 subsection (a) shall take effect 180 days after the date 2 of enactment of this Act. 3 SEC. 3. PHASE OUT OF ALL-VOLUNTEER EDUCATIONAL AS- 4 SISTANCE PROGRAM. 5 Subsection (a)(1)(A) of section 3011 of title 38, 6 United States Code, as amended by section 1, is further 7 amended by striking ‘‘after June 30, 1985’’ and inserting 8 ‘‘during the period beginning July 1, 1985, and ending 9 September 30, 2029’’. 10 SEC. 4. DETERMINATION OF BUDGETARY EFFECTS. 11 The budgetary effects of this Act, for the purpose of 12 complying with the Statutory Pay-As-You-Go Act of 2010, 13 shall be determined by reference to the latest statement 14 titled ‘‘Budgetary Effects of PAYGO Legislation’’ for this 15 Act, submitted for printing in the Congressional Record 16 by the Chairman of the House Budget Committee, pro- 17 vided that such statement has been submitted prior to the 18 vote on passage. 19 Passed the House of Representatives November 12, 2019.
