tions requiring voice service providers to provide consumers opt-out call-
blocking programs by default and free of charge.

Mr. MANCHIN (for himself and Mr. JONES) introduced the following bill;
which was read twice and referred to the Committee on Commerce,

A BILL
To require the Federal Communications Commission to pro-
mulgate regulations requiring voice service providers to
provide consumers opt-out call-blocking programs by de-
fault and free of charge.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Stop Unwanted Calls
4
for All Act’’.
5
SEC. 2. CALL-BLOCKING PROGRAMS.

(a) DEFINITIONS.—In this section:

CALL-BLOCKING
PROGRAM.—The
term

‘‘call-blocking program’’ means a call-blocking pro-
2
gram described in the Declaratory Ruling in the
3
matter of Advanced Methods to Target and Elimi-
4
nate Unlawful Robocalls, adopted by the Commis-
5
sion on June 6, 2019 (FCC 19–51; CG Docket No.
6
17–59).

(2) COMMISSION.—The term ‘‘Commission’’
8
means the Federal Communications Commission.

(b) REGULATIONS.—

(1) IN
GENERAL.—Not later than 180 days
11
after the date of enactment of this Act, the Commis-
12
sion shall promulgate regulations to require voice
13
service providers to provide consumers opt-out call-
14
blocking programs by default and free of charge.
15
(2) DELAYED
IMPLEMENTATION
FOR
SMALL
16
AND
RURAL
PROVIDERS.—The Commission shall
17
delay by 1 year the applicability of the regulations
18
promulgated under paragraph (1) to small voice
19
service providers and rural voice service providers, as
20
defined by the Commission.

(3) EXEMPTED
CALLS.—The Commission, in
22
consultation with voice service providers, shall en-
23
sure that the call-blocking programs required under
24
the regulations promulgated under paragraph (1) do

not block calls that are exempted from the prohibi-

tions under section 227 of the Communications Act
2
of 1934 (47 U.S.C. 227).
