Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Combating Meth and 4 Cocaine Act’’. 5 SEC. 2. STATE OPIOID RESPONSE GRANTS. 6 (a) AUTHORIZATION.—The Assistant Secretary for 7 Mental Health and Substance Use may award opioid re- 8 sponse grants to States. 9 (b) PREVENTION AND TREATMENT ACTIVITIES.—A 10 State may use the funds awarded through a grant under 11 VerDate Sep 11 2014 03:36 Aug 15, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H4111.IH H4111 kjohnson on DSK79L0C42 with BILLS 2 •HR 4111 IH subsection (a) to carry out prevention and treatment ac- 1 tivities with respect to opioid use disorders, which may in- 2 clude— 3 (1) education regarding opioid use disorders; 4 (2) treatment (including the provision of medi- 5 cation) for opioid use disorders; 6 (3) behavioral health services for individuals in 7 opioid treatment programs; 8 (4) referral to treatment services for individuals 9 with an opioid use disorder; 10 (5) recovery support for individuals with an 11 opioid use disorder; 12 (6) medical screening associated with such 13 treatment; and 14 (7) preventing or treating the abuse of 15 psychostimulants, such as cocaine or methamphet- 16 amine. 17 (c) AUTHORIZATION OF APPROPRIATIONS.—There is 18 authorized to be appropriated $500,000,000 for each of 19 fiscal years 2020 through 2024 for the purpose of carrying 20 out this section. 21 Æ VerDate Sep 11 2014 03:36 Aug 15, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6301 E:\BILLS\H4111.IH H4111 kjohnson on DSK79L0C42 with BILLS
