Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Even Playing Field 4 Act’’. 5 SEC. 2. PAY EQUITY FOR AMATEUR ATHLETES AND OTHER 6 PERSONNEL. 7 (a) PURPOSES OF THE U.S. OLYMPIC COMMITTEE.— 8 Section 220503(12) of the title 36, United States Code, 9 VerDate Sep 11 2014 00:46 Jul 27, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2253.IS S2253 pamtmann on DSKBFK8HB2PROD with BILLS 2 •S 2253 IS is amended by inserting ‘‘(including investment, working 1 conditions, and wages and other compensation) that is 2 equal to the encouragement and assistance provided to 3 amateur athletic activities for men’’ before the semicolon. 4 (b) ELIGIBILITY REQUIREMENTS FOR AMATEUR 5 SPORTS ORGANIZATIONS AS NATIONAL GOVERNING BOD- 6 IES.—Section 220522(a)(8) of the title 36, United States 7 Code, is amended— 8 (1) by striking ‘‘an equal opportunity’’ and in- 9 serting ‘‘and demonstrates equal opportunity, includ- 10 ing in investment, working conditions, and wages 11 and other compensation,’’; and 12 (2) by inserting ‘‘and other activities’’ after 13 ‘‘athletic competition’’. 14 (c) GENERAL DUTIES OF NATIONAL GOVERNING 15 BODIES.—Section 220524(6) of the title 36, United 16 States Code, is amended by inserting ‘‘, including equi- 17 table investment, working conditions, and wages and other 18 compensation,’’ after ‘‘women’’. 19 (d) REPORTS ON PAY EQUITY.— 20 (1) IN GENERAL.—Subchapter II of chapter 21 2205 of such title is amended by adding at the end 22 the following: 23 VerDate Sep 11 2014 00:46 Jul 27, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2253.IS S2253 pamtmann on DSKBFK8HB2PROD with BILLS 3 •S 2253 IS ‘‘§ 220530A. Reports on pay equity 1 ‘‘(a) IN GENERAL.—Each national governing body 2 shall submit to Congress a report on the compensation of 3 amateur athletes, coaches, trainers, managers, administra- 4 tors, and officials in the sport governed by the national 5 governing body for— 6 ‘‘(1) each of the two consecutive calendar years 7 ending immediately before the date of the enactment 8 of this section; and 9 ‘‘(2) each calendar year beginning after the 10 date of the enactment of this section. 11 ‘‘(b) MATTERS TO BE INCLUDED.—Each report re- 12 quired by subsection (a) shall include, with respect to the 13 applicable sport, for the calendar year covered by the re- 14 port— 15 ‘‘(1) the median compensation for amateur ath- 16 letes, coaches, trainers, managers, administrators, 17 and officials, disaggregated by race, gender, and em- 18 ployment category; and 19 ‘‘(2) the minimum and maximum compensation 20 paid to amateur athletes, coaches, trainers, man- 21 agers, administrators, and officials, disaggregated by 22 race, gender, and employment category.’’. 23 (2) CONFORMING AMENDMENT.—The table of 24 sections for chapter 2205 of title 36, United States 25 VerDate Sep 11 2014 00:46 Jul 27, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S2253.IS S2253 pamtmann on DSKBFK8HB2PROD with BILLS 4 •S 2253 IS Code, is amended by adding at the end the fol- 1 lowing: 2 ‘‘Sec. 220530A. Reports on pay equity.’’.
