A BILL
To establish the Cahokia Mounds Mississippian Culture Na-
tional Historical Park in Collinsville, Illinois, Monroe,
Madison, and St. Clair Counties, Illinois, and St. Louis
City County, Missouri, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Cahokia Mounds Mis-
4
sissippian Culture National Historical Park Act’’.

SEC. 2. CAHOKIA MOUNDS MISSISSIPPIAN CULTURE NA-

TIONAL HISTORICAL PARK, ILLINOIS AND

MISSOURI.

(a) DEFINITIONS.—In this section:
4
(1) HISTORICAL PARK.—The term ‘‘historical
5
park’’ means the Cahokia Mounds Mississippian
6
Culture National Historical Park established by sub-
7
section (b).
8
(2) MAP.—The term ‘‘map’’ means the map en-
9
titled ‘‘Cahokia Mounds Mississippian Culture Na-
10
tional
Historical
Park,
Boundary’’,
numbered
11
CMMC–NHP–107, and dated 05–31–2019.
12
(3) SECRETARY.—The term ‘‘Secretary’’ means
13
the Secretary of the Interior.
14
(4) STATE.—The term ‘‘States’’ means the
15
States of Illinois and Missouri.
16
(b) ESTABLISHMENT.—
17
(1) IN GENERAL.—Subject to paragraph (2), in
18
order to preserve and interpret for the benefit of
19
present and future generations the historical, cul-
20
tural, and natural resources associated with the life
21
of the Mississippian Culture, there is established, as
22
a unit of the National Park System, the Cahokia
23
Mounds Mississippian Culture National Historical
24
Park in Collinsville, Illinois, and Monroe, Madison,

(2) DETERMINATION BY SECRETARY.—The his-
3
torical park shall not be established until the date on
4
which the Secretary determines that a sufficient
5
quantity of land, or interests in land, has been ac-
6
quired to constitute a manageable unit.
7
(3) NOTICE.—Not later than 30 days after the
8
date on which the Secretary acquires the land under
9
subparagraph (B), the Secretary shall publish in the
10
Federal Register notice of the establishment of the
11
historical park.
12
(4) AVAILABILITY OF MAP.—The map shall be
13
on file and available for public inspection in the ap-
14
propriate offices of the National Park Service.
15
(c) BOUNDARY.—The boundary of the historical park
16
shall be the boundary as depicted on the map.
17
(d) LAND ACQUISITION.—The Secretary may acquire
18
land and interests in land within the boundary of the his-
19
torical park by donation, purchase from a willing seller
20
with donated or appropriated funds, or exchange, except
21
that land owned by the States or their political subdivi-
22
sions may be acquired only by donation.

(1) IN GENERAL.—The Secretary shall admin-
1
ister the historical park in accordance with this sec-
2
tion and the laws generally applicable to units of the
3
National Park System, including—
4
(A) section 100101(a), chapter 1003, and
5
sections 100751(a), 100752, 100753, and
6
102101 of title 54, United States Code (for-
7
merly known as the National Park System Or-
8
ganic Act); and
9
(B) chapter 3201 of title 54, United States
10
Code (formerly known as the Act of August 21,
11
1935).

(2) COOPERATIVE AGREEMENTS.—
13
(A) IN
GENERAL.—The Secretary may
14
enter into cooperative agreements with the
15
States and their political subdivisions, colleges
16
and universities, non-profit organizations, In-
17
dian Tribes, and individuals—
18
(i) to mark, interpret, and restore na-
19
tionally significant historic or cultural and
20
natural resources relating to the life of the
21
Mississippian Culture within the bound-
22
aries of the historical park, if the agree-
23
ment provides for reasonable public access;
24
and

(ii) to conduct research relating to the

Mississippian Culture.

(B) COST-SHARING.—
3
(i) FEDERAL
SHARE.—The Federal
4
share of the total cost of any activity car-
5
ried out under this paragraph shall not ex-
6
ceed 50 percent.

(ii)
FORM
OF
NON-FEDERAL
8
SHARE.—The non-Federal share of the
9
cost of carrying out an activity under this
10
paragraph may be in the form of in-kind
11
contributions or goods or services fairly
12
valued.
13
(f) GENERAL MANAGEMENT PLAN.—
14
(1) IN GENERAL.—Not later than 3 years after
15
the date on which funds are made available to carry
16
out this section, the Secretary shall prepare a gen-
17
eral management plan for the historical park in ac-
18
cordance with section 100502 of title 54, United
19
States Code.
20
(2) CONSULTATION.—In preparing the General
21
Management Plan, the Secretary shall consult with
22
the States and their political subdivisions, colleges
23
and universities, non-profit organizations, Indian
24
Tribes, and individuals, including—
