Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Law Enforcement Sui- 4 cide Data Collection Act’’. 5 SEC. 2. INFORMATION ON SUICIDE IN LAW ENFORCEMENT. 6 (a) ESTABLISHMENT.—Not later than 1 year after 7 the date of enactment of this Act, the Attorney General, 8 acting through the Director of the Federal Bureau of In- 9 vestigation, shall establish, for the purpose of preventing 10 VerDate Sep 11 2014 01:18 Jul 23, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\H3735.IH H3735 kjohnson on DSK79L0C42 with BILLS 2 •HR 3735 IH future law enforcement suicides and promoting under- 1 standing of suicide in law enforcement, the Law Enforce- 2 ment Officers Suicide Data Collection Program, under 3 which law enforcement agencies may submit to the Direc- 4 tor information on suicides and attempted suicides within 5 such law enforcement agencies, including information 6 on— 7 (1) the circumstances and events that occurred 8 before each suicide or attempted suicide; 9 (2) the location of each suicide or attempted 10 suicide; 11 (3) the demographic information of each law 12 enforcement officer who commits or attempts sui- 13 cide; and 14 (4) the method used in each suicide or at- 15 tempted suicide. 16 (b) REPORT.—Not later than 2 years after the date 17 of enactment of this Act, and annually thereafter, the At- 18 torney General, acting through the Director of the Federal 19 Bureau of Investigation, shall submit to Congress and 20 publish on the website of the Federal Bureau of Investiga- 21 tion a report containing the information submitted to the 22 Director pursuant to subsection (a). 23 (c) CONFIDENTIALITY.—Neither the information 24 submitted under subsection (a) nor the report described 25 VerDate Sep 11 2014 01:18 Jul 23, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3735.IH H3735 kjohnson on DSK79L0C42 with BILLS 3 •HR 3735 IH under subsection (b) may include any personally identifi- 1 able information of a law enforcement officer who commits 2 or attempts suicide, including the name or residential ad- 3 dress of the officer. 4 (d) DEFINITIONS.—In this section— 5 (1) the term ‘‘law enforcement agency’’ means 6 a Federal, State, or local agency engaged in the pre- 7 vention, detection, or investigation, prosecution, or 8 adjudication of any violation of the criminal laws of 9 the United States, a State, or a political subdivision 10 of a State; 11 (2) the term ‘‘law enforcement officer’’ means 12 any current or former officer (including a correc- 13 tional officer), agent, or employee of the United 14 States, a State, or a political subdivision of a State 15 authorized by law to engage in or supervise the pre- 16 vention, detection, investigation, or prosecution of 17 any violation of the criminal laws of the United 18 States, a State, or a political subdivision of a State; 19 and 20 (3) the term ‘‘State’’ means each of the several 21 States, the District of Columbia, and any common- 22 wealth, territory, or possession of the United States. 23 Æ VerDate Sep 11 2014 01:18 Jul 23, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3735.IH H3735 kjohnson on DSK79L0C42 with BILLS
