troduced the following bill; which was referred to the Committee on Ways

A BILL
To amend the Internal Revenue Code of 1986 to exclude
Federal Pell Grants from gross income.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Pell Grant Flexibility
4
Act of 2019’’.

SEC. 2. EXCLUSION OF FEDERAL PELL GRANTS FROM
6
GROSS INCOME.

(a) IN GENERAL.—Section 117 of the Internal Rev-
8
enue Code of 1986 is amended by adding at the end the
9
following new subsection:

‘‘(e) FEDERAL PELL GRANTS.—Gross income does

not include any amount received as a Federal Pell Grant
2
awarded under subpart 1 of part A of title IV of the High-
3
er Education Act of 1965 (20 U.S.C. 1070a).’’.

(b) EFFECTIVE DATE.—The amendment made by
5
this section shall apply to amounts received in taxable
6
years beginning after December 31, 2018.
