Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. SHORT TITLE. 3 This Act may be cited as the ‘‘Equal Pay for Team 4 USA Act of 2019’’. 5 SEC. 2. EQUAL TREATMENT OF ATHLETES. 6 (a) MODIFICATION OF PURPOSES OF UNITED 7 STATES OLYMPIC COMMITTEE.—Section 220503 of title 8 36, United States Code, is amended— 9 VerDate Sep 11 2014 02:34 Jul 19, 2019 Jkt 089200 PO 00000 Frm 00001 Fmt 6652 Sfmt 6201 E:\BILLS\S2130.IS S2130 kjohnson on DSK79L0C42 with BILLS 2 •S 2130 IS (1) in paragraph (14), by striking ‘‘; and’’ and 1 inserting a semicolon; 2 (2) in paragraph (15), by striking the period at 3 the end and inserting ‘‘; and’’; and 4 (3) by adding at the end the following: 5 ‘‘(16) with respect to a sport for which separate 6 programs for female and male athletes are con- 7 ducted on a national basis, to ensure that female 8 and male athletes who represent the United States 9 in international amateur athletic competitions re- 10 ceive equal and nondiscriminatory compensation, 11 wages, benefits, medical care, travel arrangements, 12 and payment or reimbursement for expenses.’’. 13 (b) DUTY OF NATIONAL GOVERNING BODIES.—Sec- 14 tion 220524 of title 36, United States Code, is amended— 15 (1) by redesignating paragraphs (7) through 16 (9) as paragraphs (8) through (10), respectively; 17 and 18 (2) by inserting after paragraph (6) the fol- 19 lowing: 20 ‘‘(7) with respect to a sport for which separate 21 programs for female and male athletes are con- 22 ducted on a national basis, provide to female and 23 male athletes representing the United States in 24 international amateur athletic competitions equal 25 VerDate Sep 11 2014 02:34 Jul 19, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S2130.IS S2130 kjohnson on DSK79L0C42 with BILLS 3 •S 2130 IS and nondiscriminatory compensation, wages, bene- 1 fits, medical care, travel arrangements, and payment 2 or reimbursement for expenses;’’. 3 (c) ANNUAL REPORT ON EQUAL TREATMENT OF 4 ATHLETES.— 5 (1) IN GENERAL.—Subchapter II of chapter 6 2205 of title 36, United States Code, is amended by 7 adding at the end the following: 8 ‘‘§ 220530A Annual report on equal treatment of ath- 9 letes 10 ‘‘Not less frequently than annually, each national 11 governing body shall submit to the corporation and Con- 12 gress a report on the compliance of the national governing 13 body with section 220524(7).’’. 14 (2) CONFORMING AMENDMENT.—The table of 15 sections for chapter 2205 of title 36, United States 16 Code, is amended by adding at the end the fol- 17 lowing: 18 ‘‘Sec. 220530A. Annual report on equal treatment of athletes.’’.
