Mr. MURPHY (for himself, Mr. BLUMENTHAL, Ms. KLOBUCHAR, Ms. WAR-
REN, and Ms. HARRIS) introduced the following bill; which was read twice
and referred to the Committee on Health, Education, Labor, and Pen-
sions
A BILL
To address food and housing insecurity on college campuses.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Closing the College
4
Hunger Gap Act of 2019’’.

SEC. 2. QUESTIONS ON FOOD AND HOUSING INSECURITY IN
6
NATIONAL POSTSECONDARY STUDENT AID
7
STUDY.

The Secretary of Education shall add questions that
9
measure rates of food and housing insecurity to the Na-
10
tional Postsecondary Student Aid Study.

SEC. 3. INFORMATION ON SNAP ELIGIBILITY.

(a) IN GENERAL.—Section 483 of the Higher Edu-
2
cation Act of 1965 (20 U.S.C. 1090) is amended by add-
3
ing at the end the following:

‘‘(i) INFORMATION ON SNAP ELIGIBILITY.—
5
‘‘(1) IN GENERAL.—For each year for which a
6
student described in paragraph (2) submits a form
7
described in subsection (a), the Secretary shall send
8
to such student information regarding potential eli-
9
gibility for assistance under, and application process
10
for, the supplemental nutrition assistance program
11
established under the Food and Nutrition Act of
12
2008 (7 U.S.C. 2011 et seq.) in written and elec-
13
tronic form.

‘‘(2) STUDENTS.—A student is described in this
15
paragraph if the student has an expected family con-
16
tribution equal to zero for the year.’’.

(b) CONSULTATION.—The Secretary of Education
18
shall consult with the Secretary of Agriculture, and the
19
head of any other applicable Federal or State agency, in
20
designing the written and electronic communication re-
21
garding potential eligibility for assistance under, and ap-
22
plication process for, the supplemental nutrition assistance
23
program established under the Food and Nutrition Act of
24
2008 (7 U.S.C. 2011 et seq.) as described in section

SEC. 4. EFFECTIVE DATE.

This Act and the amendment made by this Act shall
