SHORT TITLE. 1 This Act may be cited as the ‘‘TSA Reaching Across 2 Nationalities, Societies, and Languages to Advance Trav- 3 eler Education Act’’ or the ‘‘TRANSLATE Act’’. 4 SEC. 2. PLAN. 5 (a) IN GENERAL.—Not later than 180 days after the 6 date of the enactment of this Act, the Administrator of 7 the Transportation Security Administration (TSA) shall 8 submit to the Committee on Homeland Security of the 9 House of Representatives and the Committee on Com- 10 merce, Science, and Transportation of the Senate a plan 11 to ensure that TSA material disseminated in major air- 12 ports can be better understood by more people accessing 13 such airports. 14 (b) CONTENTS.—The plan required under subsection 15 (a) shall include the following: 16 (1) An identification of the most common lan- 17 guages other than English that are the primary lan- 18 guages of individuals that travel through or work in 19 each major airport. 20 (2) A plan to improve— 21 (A) TSA materials to communicate infor- 22 mation in languages identified pursuant to 23 paragraph (1); and 24 (B) the communication of TSA material to 25 individuals with vision or hearing impairments 26 VerDate Sep 11 2014 23:58 Oct 15, 2019 Jkt 099200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3691.RFS H3691 kjohnson on DSK79L0C42 with BILLS 3 HR 3691 RFS or other possible barriers to understanding such 1 material. 2 (c) CONSIDERATIONS.—In developing the plan re- 3 quired under subsection (a), the Administrator of the 4 TSA, acting through the Office of Civil Rights and Lib- 5 erties, Ombudsman and Traveler Engagement of the TSA, 6 shall take into consideration data regarding the following: 7 (1) International enplanement. 8 (2) Local populations surrounding major air- 9 ports. 10 (d) IMPLEMENTATION.—Not later than 180 days 11 after the submission of the plan required under subsection 12 (a), the Administrator of the TSA shall implement such 13 plan. 14 (e) GAO REVIEW.—Not later than 1 year after the 15 implementation pursuant to subsection (d) of the plan re- 16 quired under subsection (a), the Comptroller General of 17 the United States shall submit to the Committee on 18 Homeland Security of the House of Representatives and 19 the Committee on Commerce, Science, and Transportation 20 of the Senate a review of such implementation. 21 (f) DEFINITIONS.—In this section: 22 (1) AIRPORT.—The term ‘‘airport’’ has the 23 meaning given such term in section 40102 of title 24 49, United States Code. 25 VerDate Sep 11 2014 23:58 Oct 15, 2019 Jkt 099200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3691.RFS H3691 kjohnson on DSK79L0C42 with BILLS 4 HR 3691 RFS (2) MAJOR AIRPORTS.—The term ‘‘major air- 1 ports’’ means Category X and Category I airports. 2 (3) TSA MATERIAL.—The term ‘‘TSA mate- 3 rial’’ means signs, videos, audio messages, websites, 4 press releases, social media postings, and other com- 5 munications published and disseminated by the Ad- 6 ministrator of the TSA in Category X and Category 7 I airports. 8 Passed the House of Representatives September 26, 2019.
