A BILL
To prohibit bump stocks and other devices designed to
accelerate the rate of fire of a semiautomatic weapon.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘High Speed Gunfire
4
Prevention Act’’.

SEC. 2. BUMP STOCKS AND ACCELERATION DEVICES.

(a) PROHIBITION.—Section 922 of title 18, United
2
States Code, is amended—
3
(1) by adding at the end of subsection (o) the
4
following:
5
‘‘(3)(A) The term ‘machinegun’ means any
6
weapon which shoots, is designed to shoot, or can be
7
readily restored to shoot, automatically more than
8
one shot, without manual reloading, by a single
9
function of the trigger. The term shall also include
10
the frame or receiver of any such weapon, any part
11
designed and intended solely and exclusively, or com-
12
bination of parts designed and intended, for use in
13
converting a weapon into a machinegun, any com-
14
bination of parts from which a machinegun can be
15
assembled if such parts are in the possession or
16
under the control of a person, and any bump-stock-
17
type device, i.e., a device that allows a semiauto-
18
matic weapon to shoot more than one shot with a
19
single pull of the trigger by harnessing the recoil en-
20
ergy of the semiautomatic weapon to which it is af-
21
fixed so that the trigger resets and continues firing
22
without additional physical manipulation of the trig-
23
ger by the shooter.

‘‘(B) The term ‘automatically’ as it modifies
25
‘shoots, is designed to shoot, or can be readily re-

stored to shoot,’ means functioning as the result of
1
a self-acting or self-regulating mechanism that al-
2
lows the firing of multiple rounds through a single
3
function of the trigger; and ‘single function of the
4
trigger’ means a single pull of the trigger and analo-
5
gous motions.’’; and
6
(2) by adding at the end the following:
7
‘‘(aa)(1) ACCELERATION DEVICES.—It shall be un-
8
lawful for any person to manufacture, import, sell, ship,
9
deliver, possess, transfer, or receive, in or affecting inter-
10
state or foreign commerce, any part, combination of parts,
11
component, device, attachment, or accessory that is de-
12
signed and functions to accelerate the rate of fire of a
13
semiautomatic firearm but not convert the semiautomatic
14
firearm into a machinegun.
15
‘‘(2) EXCEPTIONS.—Paragraph (1) of this subsection
16
shall not apply to—
17
‘‘(A) the otherwise lawful possession of a device
18
before the date that is 90 days after this subsection
19
takes effect, provided that the device is destroyed or
20
disposed of within that 90-day period;
21
‘‘(B) the importation, manufacture, possession,
22
or receipt of such devices by or for, or shipment,
23
sale, or transfer of such devices for or to, the United
24
States, a department or agency of the United States,

a State, or a department, agency, or political sub-
1
division of a State, for the purposes of testing or ex-
2
perimentation authorized by the Attorney General;
3
or
4
‘‘(C) a part that designed and functions to re-
5
place a part of a firearm that has been damaged or
6
that has reduced functionality due to normal wear
7
and tear, regardless of whether that part improves
8
the performance or functionality of the firearm be-
9
yond its original performance and functionality.’’.

(b) PENALTIES.—Section 924(a)(2) of such title is
11
amended by striking ‘‘or (o)’’ and inserting ‘‘(o), or (aa)’’.
