A BILL
To direct the Director of National Intelligence to submit
to Congress a report on fifth-generation wireless network
technology.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Reducing Foreign In-
4
fluence in 5G Act’’.

SEC. 2. REPORT BY DIRECTOR OF NATIONAL INTEL-
6
LIGENCE ON FIFTH-GENERATION WIRELESS
7
NETWORK TECHNOLOGY.

(a) REPORT.—Not later than 180 days after the date
9
of the enactment of this Act, the Director of National In-

telligence shall submit to the Permanent Select Committee

on Intelligence of the House of Representatives and the
2
Select Committee on Intelligence of the Senate a report
3
on—
4
(1) the threat to the national security of the
5
United States posed by the global and regional adop-
6
tion of fifth-generation wireless network (in this sec-
7
tion referred to as ‘‘5G wireless network’’) tech-
8
nology built by foreign companies; and
9
(2) the effect of possible efforts to mitigate the
10
threat.

(b) CONTENTS.—The report under subsection (a)
12
shall include—
13
(1) the timeline and scale of global and regional
14
adoption of foreign 5G wireless network technology;
15
(2) the implications of such global and regional
16
adoption on the cyber and espionage threat to the
17
United States, the interests of the United States,
18
and the cyber and collection capabilities of the
19
United States; and
20
(3) the effect of possible mitigation efforts, in-
21
cluding with respect to—
22
(A) a policy of the United States Govern-
23
ment promoting the use of strong, end-to-end

encryption for data transmitted over 5G wire-

less networks;
2
(B) a policy of the United States Govern-
3
ment promoting or funding free, open-source
4
implementation of 5G wireless network tech-
5
nology;
6
(C) subsidies or incentives provided by the
7
United States Government that could be used
8
to promote the adoption of secure 5G wireless
9
network technology developed by companies of
10
the United States or companies of allies of the
11
United States; and
12
(D) a strategy by the United States Gov-
13
ernment to reduce foreign influence and polit-
14
ical pressure in international standard-setting
15
bodies.

(c) FORM.—The report submitted under subsection
17
(a) shall be submitted in unclassified form, but may in-
18
clude a classified annex.
