A BILL
To require the Secretary of Energy to establish a demonstra-
tion initiative focused on the development of long-dura-
tion energy storage technologies, including a joint pro-
gram to be established in consultation with the Secretary
of Defense, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Joint Long-Term Stor-
4
age Act of 2019’’.
5
SEC. 2. PURPOSES.

The purposes of this Act are—

(1) to facilitate the development of long-dura-
1
tion energy storage technologies;
2
(2) to increase the commercial viability of long-
3
duration energy storage technologies; and
4
(3) to increase the energy resilience and energy
5
security and national security of the United States
6
through the use of long-duration energy storage
7
technologies.

SEC. 3. LONG-DURATION ENERGY STORAGE DEMONSTRA-
9
TION INITIATIVE.
10
(a) DEFINITIONS.—In this section:
11
(1) DIRECTOR OF ARPA–E.—The term ‘‘Direc-
12
tor of ARPA–E’’ means the Secretary of Energy,
13
acting through the Director of the Advanced Re-
14
search Projects Agency—Energy.
15
(2) DIRECTOR OF ESTCP.—The term ‘‘Director
16
of ESTCP’’ means the Secretary of Defense, acting
17
through the Director of the Environmental Security
18
Technology Certification Program of the Depart-
19
ment of Defense.
20
(3) DIRECTORS.—The term ‘‘Directors’’ means
21
the Director of ARPA–E and the Director of
22
ESTCP, acting jointly.

(4) INITIATIVE.—The term ‘‘Initiative’’ means
1
the demonstration initiative established under sub-
2
section (b).

(5) JOINT PROGRAM.—The term ‘‘Joint Pro-
4
gram’’ means the joint program established under
5
subsection (f).
6
(b) ESTABLISHMENT.—Not later than 200 days after
7
the date of enactment of this Act, the Director of ARPA–
8
E shall establish a demonstration initiative composed of
9
demonstration projects focused on the development of
10
long-duration energy storage technologies.
11
(c) GOALS.—The goals of the Initiative shall be—
12
(1) to demonstrate the potential benefits of
13
long-duration energy storage to—
14
(A) the resilience of the electricity grid, in-
15
cluding the security of critical infrastructure;
16
and
17
(B) efficient use of the electricity grid
18
through—
19
(i) peak load reduction; or
20
(ii) avoided investments in traditional
21
grid infrastructure;
22
(2) to increase the commercial viability of long-
23
duration energy storage technologies;

(3)(A) to identify the range of services that
1
long-duration energy storage technologies can pro-
2
vide to the electricity grid; and
3
(B) to the maximum extent practicable, to
4
quantify the value of those services;
5
(4) to investigate challenges to the greater de-
6
ployment of long-duration energy storage tech-
7
nologies;
8
(5) to identify and develop a range of tech-
9
nology types; and
10
(6) to improve the integration of energy storage
11
and the grid.

(d) SELECTION OF PROJECTS.—To the maximum ex-
13
tent practicable, in selecting demonstration projects to
14
participate in the Initiative, the Director of ARPA–E
15
shall—
16
(1) ensure a range of technology types;
17
(2) ensure regional diversity among projects, in-
18
cluding appropriate representation of rural areas;
19
(3) consider microgrid, islanded, or off-grid ap-
20
plications; and
21
(4) ensure that any project selected is designed
22
to achieve 1 or more of the goals described in sub-
23
section (c).

(e) COOPERATION WITH ELECTRIC UTILITIES.—A
1
demonstration project selected to participate in the Initia-
2
tive may be carried out in cooperation with the electric
3
utility that owns the grid facilities in the electricity control
4
area in which the demonstration project is carried out.
5
(f) JOINT PROGRAM.—
6
(1) ESTABLISHMENT.—As part of the Initia-
7
tive, the Director of ARPA–E, in consultation with
8
the Director of ESTCP, shall establish within the
9
Department of Energy a joint program to carry out
10
projects—
11
(A) to demonstrate promising long-dura-
12
tion energy storage technologies at different
13
scales; and
14
(B) to help new, innovative long-duration
15
energy storage technologies become commer-
16
cially viable.
17
(2) MEMORANDUM OF UNDERSTANDING.—Not
18
later than 200 days after the date of enactment of
19
this Act, the Director of ARPA–E shall enter into
20
a memorandum of understanding with the Director
21
of ESTCP to jointly administer the Joint Program.
22
(3) INFRASTRUCTURE.—In carrying out the
23
Joint Program, the Directors shall—

(A) use existing test-bed infrastructure
1
at—
2
(i) Department of Energy facilities;
3
and
4
(ii) Department of Defense installa-
5
tions; and
6
(B) develop new infrastructure for identi-
7
fied projects, if appropriate.

(4) GOALS AND METRICS.—The Directors shall
9
develop goals and metrics for technological progress
10
under the Joint Program consistent with energy re-
11
silience and energy security policies.
12
(5) SELECTION OF PROJECTS.—
13
(A) IN GENERAL.—To the maximum ex-
14
tent practicable, in selecting projects to partici-
15
pate in the Joint Program, the Directors
16
shall—
17
(i) ensure that projects are carried
18
out under conditions that represent a vari-
19
ety of environments with different physical
20
conditions and market constraints; and
21
(ii) ensure an appropriate balance
22
of—
23
(I) larger, higher-cost projects;
24
and

(II) smaller, lower-cost projects.

(B) PRIORITY.—In carrying out the Joint
2
Program, the Directors shall give priority to
3
demonstration projects that—
4
(i) make available to the public key
5
engineering and field data that will accel-
6
erate deployment of long-duration energy
7
storage technologies; and
8
(ii) will be carried out in the field.
9
(6) STATES AND PRIVATE SECTOR ENTITIES.—
10
In carrying out the Joint Program, the Directors
11
shall encourage—
12
(A) States to become laboratories of inno-
13
vation in the development of long-duration en-
14
ergy storage technologies; and
15
(B) collaboration between participants in
16
the Joint Program, States, and other appro-
17
priate private sector entities.
18
(g) AUTHORIZATION
OF APPROPRIATIONS.—There
19
are authorized to be appropriated to carry out the Initia-
20
tive—
21
(1) $20,000,000 for fiscal year 2020;
22
(2) $40,000,000 for fiscal year 2021; and
23
(3) $60,000,000 for each of fiscal years 2022
24
through 2024.

SEC. 4. AUTHORIZATION OF APPROPRIATIONS FOR THE

DAYS PROGRAM OF THE ADVANCED RE-
2
SEARCH PROJECTS AGENCY—ENERGY.

Section 5012(o) of the America COMPETES Act (42
4
U.S.C. 16538(o)) is amended—
5
(1) in paragraph (2)—
6
(A) by redesignating subparagraphs (A)
7
through (E) as clauses (i) through (v), respec-
8
tively, and indenting appropriately;
9
(B) by striking the paragraph designation
10
and heading and all that follows through ‘‘para-
11
graphs (4) and (5)’’ in the matter preceding
12
clause (i) (as so redesignated) and inserting the
13
following:
14
‘‘(2) AUTHORIZATION OF APPROPRIATIONS.—
15
‘‘(A) IN GENERAL.—Subject to paragraph
16
(4)’’; and
17
(C) by inserting after clause (v) (as so re-
18
designated) the following:
19
‘‘(B) DAYS PROGRAM.—There is author-
