AN ACT
To require the Transportation Security Administration to
develop a strategic plan to expand eligibility for the
PreCheck Program to individuals with Transportation
Worker Identification Credentials or Hazardous Mate-
rials Endorsements.
Be it enacted by the Senate and House of Representa-

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘TSA Credential and
2
Endorsement Harmonization Act of 2019’’.

SEC. 2. STRATEGIC PLAN TO EXPAND PRECHECK PRO-
4
GRAM.

(a) IN GENERAL.—Not later than 180 days after the
6
date of the enactment of this Act, the Administrator of
7
the Transportation Security Administration shall develop
8
a strategic plan to expand eligibility for the PreCheck Pro-
9
gram under section 44919 of title 49, United States Code,
10
to individuals who have—
11
(1) a Transportation Worker Identification Cre-
12
dential issued under section 70105 of title 46,
13
United States Code; or
14
(2) a Hazardous Materials Endorsement under
15
the Hazardous Materials Endorsement Threat As-
16
sessment Program on the State-issued commercial
17
driver’s license of the individual.

(b) ELEMENTS.—In developing the strategic plan re-
19
quired by subsection (a), the Administrator shall ensure
20
that the plan—
21
(1) allows individuals described in subsection
22
(a) to opt in to the PreCheck Program; and
23
(2) provides the Transportation Security Ad-
24
ministration with the discretion—

(A) to determine whether an individual de-

scribed in subsection (a) meets the eligibility re-
2
quirements for the Program; and
3
(B) to establish alternative fee structures
4
for the Program.
5
(c) BRIEFING TO CONGRESS.—Not later than 30
6
days after developing the strategic plan required by sub-
7
section (a), the Administrator shall brief the Committee
8
on Commerce, Science, and Transportation of the Senate
9
and the Committee on Homeland Security of the House
10
of Representatives on the strategic plan.
