Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 SECTION 1. PROGRAM FOR PROCUREMENT OF DOMESTICALLY 1 GROWN UNPROCESSED FRUITS AND VEGETA- 2 BLES. 3 Section 6(f) of the Richard B. Russell National 4 School Lunch Act (42 U.S.C. 1755(f)) is amended— 5 (1) in the subsection heading, by striking 6 ‘‘PILOT PROJECT FOR PROCUREMENT OF’’ and in- 7 serting ‘‘PROGRAM FOR PROCUREMENT OF DOMES- 8 TICALLY GROWN’’; 9 (2) in paragraph (1)— 10 (A) by striking ‘‘conduct a pilot project’’ 11 and inserting ‘‘carry out a program (referred to 12 in this subsection as the ‘program’)’’; 13 (B) by inserting ‘‘domestically grown’’ be- 14 fore ‘‘unprocessed’’; and 15 (C) by striking ‘‘more than 8’’ and insert- 16 ing ‘‘less than 15’’; 17 (3) by striking ‘‘pilot project’’ each place it ap- 18 pears and inserting ‘‘program’’; 19 (4) in paragraph (2), in the matter preceding 20 subparagraph (A), by inserting ‘‘domestically 21 grown’’ before ‘‘unprocessed’’; 22 (5) in paragraph (5)— 23 (A) in the paragraph heading, by striking 24 ‘‘RECORDKEEPING AND REPORTING’’ and in- 25 VerDate Sep 11 2014 05:16 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1952.IS S1952 kjohnson on DSK79L0C42 with BILLS 3 •S 1952 IS serting ‘‘RECORDKEEPING, REPORTING, AND 1 EVALUATION’’; 2 (B) in subparagraph (B)— 3 (i) in clause (i), by striking ‘‘and’’ at 4 the end; 5 (ii) in clause (ii), by striking the pe- 6 riod at the end and inserting ‘‘; and’’; and 7 (iii) by adding at the end the fol- 8 lowing: 9 ‘‘(iii) the challenges and opportunities 10 presented by the program in the State.’’; 11 and 12 (C) by adding at the end the following: 13 ‘‘(C) PROGRAM EVALUATION.— 14 ‘‘(i) IN GENERAL.—Not later than 2 15 years after the date of enactment of this 16 subparagraph, the Secretary shall evaluate 17 the impact of the program, including with 18 respect to— 19 ‘‘(I) the quantity and cost of 20 each type of unprocessed fruit and 21 vegetable procured by each State 22 under the program; 23 ‘‘(II) the benefit of the procured 24 unprocessed fruits and vegetables to 25 VerDate Sep 11 2014 05:16 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1952.IS S1952 kjohnson on DSK79L0C42 with BILLS 4 •S 1952 IS school food service in each State, in- 1 cluding the benefit to meeting school 2 meal requirements; and 3 ‘‘(III) the economic impact of the 4 program on agricultural producers in 5 the State. 6 ‘‘(ii) REPORT.—Not later than 4 7 years after the date of enactment of this 8 subparagraph, the Secretary shall submit 9 to the Committee on Agriculture of the 10 House of Representatives and the Com- 11 mittee on Agriculture, Nutrition, and For- 12 estry of the Senate a report that describes 13 the results of the evaluation conducted 14 under clause (i) and an analysis of that 15 evaluation.’’; and 16 (6) by adding at the end the following: 17 ‘‘(6) FUNDING.— 18 ‘‘(A) MANDATORY FUNDING.—There is ap- 19 propriated to carry out this subsection 20 $15,000,000 for each of fiscal years 2020 21 through 2024. 22 ‘‘(B) RESERVATION.—Of the funds appro- 23 priated under subparagraph (A) for each fiscal 24 year, $10,000,000 shall be reserved for States 25 VerDate Sep 11 2014 05:16 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\S1952.IS S1952 kjohnson on DSK79L0C42 with BILLS 5 •S 1952 IS selected under the program under paragraph 1 (1) to carry out the activities described in sub- 2 paragraph (C)(i). 3 ‘‘(C) ADMINISTRATIVE COSTS; TECHNICAL 4 ASSISTANCE.— 5 ‘‘(i) IN GENERAL.—The funds re- 6 served under subparagraph (B) shall be 7 used— 8 ‘‘(I) for the administrative costs 9 of carrying out the program; and 10 ‘‘(II) to provide technical assist- 11 ance and outreach to vendors to be- 12 come certified to participate in the 13 program. 14 ‘‘(ii) MINIMUM ALLOTMENT.—Of the 15 funds reserved under subparagraph (B), 16 each State selected under paragraph 17 (3)(A) shall receive not less than $300,000 18 for each fiscal year during which the State 19 participates in the program.’’. 20 Æ VerDate Sep 11 2014 05:16 Jun 27, 2019 Jkt 089200 PO 00000 Frm 00005 Fmt 6652 Sfmt 6301 E:\BILLS\S1952.IS S1952 kjohnson on DSK79L0C42 with BILLS
