on ways to increase reporting of missing Indians and the effects of
substance abuse, including the use of methamphetamine, on violent crime
in Tribal communities, and for other purposes.

to the Committee on Indian Affairs
A BILL
To require the Comptroller General of the United States
to conduct a study on ways to increase reporting of
missing Indians and the effects of substance abuse, in-
cluding the use of methamphetamine, on violent crime
in Tribal communities, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Finding and Inves-
4
tigating Native Disappearance Act’’ or the ‘‘FIND Act’’.

(a) DEFINITION OF INDIAN.—In this section, the
5
term ‘‘Indian’’ has the meaning given the term in section
6
4 of the Indian Child Welfare Act of 1978 (25 U.S.C.
7
1903).

(b) STUDY AND REPORT.—Not later than 180 days
9
after the date of enactment of this Act, the Comptroller
10
General of the United States shall conduct, and submit
11
to Congress a report describing the results of, a study
12
on—
13
(1) ways to increase reporting of missing Indi-
14
ans, including ways to decrease the period of time
15
between the time an Indian goes missing and the
16
time the Indian is reported missing; and
17
(2) the effects of substance abuse, including the
18
use of methamphetamine, on violent crime in Tribal
19
communities, including crime relating to missing In-
20
dians.
