Be it enacted by the Senate and House of Representa- 1 tives of the United States of America in Congress assembled, 2 2 † S 1782 ES SECTION 1. SHORT TITLE. 1 This Act may be cited as the ‘‘Improving Mental 2 Health Access for Students Act’’. 3 SEC. 2. ADDING SUICIDE PREVENTION CONTACT INFORMA- 4 TION TO SCHOOL IDENTIFICATION CARDS. 5 (a) IN GENERAL.—Section 487(a) of the Higher 6 Education Act of 1965 (20 U.S.C. 1094(a)) is amended 7 by adding at the end the following: 8 ‘‘(30)(A) In the case of an institution that cre- 9 ates and distributes identification cards for students 10 at any time after the date of enactment of this para- 11 graph, such institution shall include phone contact 12 information on each such card for the following or- 13 ganizations: 14 ‘‘(i) The National Suicide Prevention Life- 15 line. 16 ‘‘(ii) Crisis Text Line. 17 ‘‘(iii) A campus mental health center or 18 program, as determined by the institution. 19 ‘‘(B) In the case of an institution that does not 20 create and distribute identification cards for stu- 21 dents at any time after the date of enactment of this 22 paragraph, such institution shall publish the suicide 23 prevention contact information specified in subpara- 24 graph (A) on the website of such institution. 25 3 † S 1782 ES ‘‘(C) If an organization in clause (i) or (ii) of 1 subparagraph (A) ceases to exist, the Secretary may 2 designate a different entity with a similar purpose to 3 be included on the identification card.’’. 4 (b) EFFECTIVE DATE.—The amendment made by 5 subsection (a) shall take effect beginning on the day that 6 is 1 year after the date of enactment of this Act. 7 Passed the Senate December 17, 2020.
