COUNTERING UNMANNED AIRCRAFT SYSTEMS CO- 1 ORDINATOR. 2 (a) IN GENERAL.—Title III of the Homeland Secu- 3 rity Act of 2002 (6 U.S.C. 181 et seq.) is amended by 4 adding at the end the following new section: 5 ‘‘SEC. 321. COUNTERING UNMANNED AIRCRAFT SYSTEMS 6 COORDINATOR. 7 ‘‘(a) COORDINATOR.— 8 ‘‘(1) IN GENERAL.—The Secretary shall des- 9 ignate a senior official of the Department within the 10 Office of Strategy, Policy, and Plans as the Coun- 11 tering Unmanned Aircraft Systems Coordinator (in 12 this section referred to as the ‘Coordinator’) and 13 provide appropriate staff to carry out the respon- 14 sibilities of the Coordinator. 15 ‘‘(2) RESPONSIBILITIES.—The Coordinator 16 shall— 17 ‘‘(A) oversee and coordinate with relevant 18 Department offices and components, including 19 the Office of Civil Rights and Civil Liberties 20 and the Privacy Office, on the development of 21 guidance and regulations to counter threats as- 22 sociated with unmanned aircraft systems (in 23 this section referred to as ‘UAS’) as described 24 in section 210G; 25 VerDate Sep 11 2014 22:12 Sep 10, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\S1867.RS S1867 pamtmann on DSKBC07HB2PROD with BILLS 3 •S 1867 RS ‘‘(B) promote research and development of 1 counter UAS technologies in coordination with 2 the Office of Science and Technology; 3 ‘‘(C) coordinate with the relevant compo- 4 nents and offices of the Department, including 5 the Office of Intelligence and Analysis, to en- 6 sure the sharing of information, guidance, and 7 intelligence relating to countering UAS threats, 8 counter UAS threat assessments, and counter 9 UAS technology, including the retention of 10 UAS and counter UAS incidents within the De- 11 partment; 12 ‘‘(D) serve as the Department liaison, in 13 coordination with relevant components and of- 14 fices of the Department, to Federal, State, 15 local, and Tribal law enforcement entities and 16 the private sector regarding the activities of the 17 Department relating to countering UAS; 18 ‘‘(E) maintain the information required 19 under section 210G(g)(3); and 20 ‘‘(F) carry out other related counter UAS 21 authorities and activities under section 210G, 22 as directed by the Secretary. 23 ‘‘(b) COORDINATION WITH APPLICABLE FEDERAL 24 LAWS.—The Coordinator shall, in addition to other as- 25 VerDate Sep 11 2014 22:12 Sep 10, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\S1867.RS S1867 pamtmann on DSKBC07HB2PROD with BILLS 4 •S 1867 RS signed duties, coordinate with relevant Department com- 1 ponents and offices to ensure testing, evaluation, or de- 2 ployment of a system used to identify, assess, or defeat 3 a UAS is carried out in accordance with applicable Fed- 4 eral laws. 5 ‘‘(c) COORDINATION WITH PRIVATE SECTOR.—The 6 Coordinator shall, among other assigned duties, working 7 with the Office of Partnership and Engagement and other 8 relevant Department offices and components, or other 9 Federal agencies, as appropriate, serve as the principal 10 Department official responsible for sharing to the private 11 sector information regarding counter UAS technology, 12 particularly information regarding instances in which 13 counter UAS technology may impact lawful private sector 14 services or systems. 15 ‘‘(d) TERMINATION OF AUTHORITY.—The authority 16 to carry out this section shall terminate on the date de- 17 scribed in section 210G(i).’’. 18 (b) TECHNICAL AND CONFORMING AMENDMENT.— 19 The table of contents in section 1(b) of the Homeland Se- 20 curity Act of 2002 (Public Law 107–296; 116 Stat. 2135) 21 is amended by inserting after the item relating to section 22 320 the following: 23 ‘‘Sec. 321. Countering Unmanned Aircraft Systems Coordinator.’’.
