(NATO) in order to improve military mobility and interoperability across

To require a report on the value of investments in dual
use infrastructure projects by the member states of the
North Atlantic Treaty Organization (NATO) in order
to improve military mobility and interoperability across
Europe.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Strengthening Support
4
of NATO Through Dual Use Infrastructure Act’’.

SEC. 2. REPORT ON VALUE OF INVESTMENTS IN DUAL USE

INFRASTRUCTURE PROJECTS BY NATO MEM-
2
BER STATES.

(a) IN GENERAL.—Not later than June 1, 2020, the
4
Secretary of Defense, jointly with the Secretary of State,
5
shall submit to the appropriate congressional committees
6
a report on the value of investments in dual use infrastruc-
7
ture projects by the member states of the North Atlantic
8
Treaty Organization (NATO) in order to improve military
9
mobility and interoperability across Europe.

(b) ELEMENTS.—The report required by subsection
11
(a) shall include the following:

(1) The value to collective deterrence provided
13
by investments in dual use infrastructure projects by
14
the member states of NATO in order to meet the
15
military mobility goals set out at the 2018 NATO
16
Summit in Brussels.

(2) An assessment of proposed dual use infra-
18
structure projects for NATO.
19
(3) An assessment of proposed dual use infra-
20
structure projects with respect to which the United
21
States can provide support, including a rec-
22
ommended prioritization of such projects.
23
(c) FORM.—The report required by subsection (a)
24
shall be submitted in unclassified form, but may include
25
a classified annex.

(d) DEFINITIONS.—In this section:
1
(1) DUAL USE INFRASTRUCTURE PROJECTS.—
2
The term ‘‘dual use infrastructure projects’’ means
3
those projects identified by the European Commis-
4
sion Action Plan on Military Mobility as necessary
5
to improve the trans-European transport network
6
(TEN–T) to meet the military requirements for mili-
7
tary mobility within and beyond the European
8
Union.
9
(2) APPROPRIATE
CONGRESSIONAL
COMMIT-
10
TEES.—The term ‘‘appropriate congressional com-
11
mittees’’ means—
12
(A) the congressional defense committees
13
(as such term is defined in section 101(a)(16)
14
of title 10, United States Code); and
15
(B) the Committee on Foreign Relations of
16
the Senate and the Committee on Foreign Af-
17
fairs of the House of Representatives.
