CREATION OF THE OFFICE OF TERRITORIAL EX- 1 PORTING IN THE EXPORT-IMPORT BANK OF 2 THE UNITED STATES. 3 (a) IN GENERAL.—Section 3 of the Export-Import 4 Bank Act of 1945 (12 U.S.C. 635a) is amended by adding 5 at the end the following: 6 ‘‘(n) OFFICE OF TERRITORIAL EXPORTING.— 7 ‘‘(1) ESTABLISHMENT.—There is established in 8 the Bank the Office of Territorial Exporting (in this 9 subsection referred to as the ‘Office’). 10 ‘‘(2) LOCATIONS.—The Office shall have an of- 11 fice in the headquarters of the Bank in Washington, 12 DC, and in each territory. 13 ‘‘(3) STAFF.—The Bank shall hire such full- 14 time staff as may be necessary to perform the func- 15 tions of the Office. 16 ‘‘(4) FUNCTIONS.—The Office shall conduct 17 outreach, education, and provide learning resources 18 to facilitate the provision to export businesses in the 19 territories of all forms of financial assistance offered 20 by the Bank. 21 ‘‘(5) TERRITORY DEFINED.—In this Act, the 22 term ‘territory’ means the Commonwealth of Puerto 23 Rico, the United States Virgin Islands, Guam, the 24 Commonwealth of the Northern Mariana Islands, 25 and American Samoa.’’. 26 VerDate Sep 11 2014 21:40 Jun 17, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3242.IH H3242 jspears on DSK30JT082PROD with BILLS 3 •HR 3242 IH (b) ANNUAL REPORT.—Section 8 of such Act (12 1 U.S.C. 635g) is amended by adding at the end the fol- 2 lowing: 3 ‘‘(l) REPORT ON ACTIVITIES IN THE TERRITORIES.— 4 The Bank shall include in its annual report to Congress 5 under subsection (a) a report on the steps taken by the 6 Bank in the period covered by the report to increase— 7 ‘‘(1) the presence of the Bank in the territories; 8 and 9 ‘‘(2) the provision of Bank assistance to export 10 businesses in the territories.’’. 11 Æ VerDate Sep 11 2014 21:40 Jun 17, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6301 E:\BILLS\H3242.IH H3242 jspears on DSK30JT082PROD with BILLS
