A BILL
To require the United States Postal Service to sell the
Alzheimer’s semipostal stamp for 6 additional years.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. ALZHEIMER’S SEMIPOSTAL STAMP.

(a) DEFINITIONS.—In this section—
4
(1) the term ‘‘Alzheimer’s semipostal stamp’’
5
means the Alzheimer’s semipostal stamp that the
6
Postal Service began offering for sale on November
7
30, 2017, under the discretionary authority under
8
section 416(b) of title 39, United States Code;

(2) the term ‘‘Postal Service’’ means the United
1
States Postal Service; and
2
(3) the term ‘‘semipostal stamp’’ has the mean-
3
ing given the term ‘‘semipostal’’ in section 416(a)(1)
4
of title 39, United States Code.

(b) CONTINUED SALE.—In order to afford a conven-
6
ient way for members of the public to contribute to fund-
7
ing for medical research relating to Alzheimer’s disease,
8
the Postal Service shall continue to sell the Alzheimer’s
9
semipostal stamp for a 6-year period beginning on the
10
date on which the Postal Service, but for the enactment
11
of this Act, would have discontinued sales of the Alz-
12
heimer’s semipostal stamp.

(c) TERMS AND CONDITIONS.—

(1) IN GENERAL.—Except as provided in this
15
subsection, the sale of the Alzheimer’s semipostal
16
stamp during the period described in subsection (b)
17
shall be governed by section 416 of title 39, United
18
States Code, and regulations issued under that sec-
19
tion.

(2) DISPOSITION OF PROCEEDS.—All amounts
21
becoming available from the sale of the Alzheimer’s
22
semipostal stamp (as determined under section
23
416(d) of title 39, United States Code) during the
24
period described in subsection (b) of this section

shall be transferred to the National Institutes of

Health, for the purpose described in that subsection,
2
through payments which shall be made not less fre-
3
quently than 2 times a year.

(3) LEGAL AUTHORITY AND EFFECT.—During
5
the period described in subsection (b), the Alz-
6
heimer’s semipostal stamp shall be considered to be
7
issued under this section and not under subsection
8
(b) of section 416 of title 39, United States Code,
9
including for purposes of any limitation under that
10
section (including any regulation prescribed under
11
subsection (e)(1)(C) of that section) relating to
12
whether more than 1 semipostal stamp may be of-
13
fered for sale at the same time.
