GRANTS FOR FEDERAL WORK-STUDY PROGRAMS 1 FOR FULL-TIME, OFF-CAMPUS COOPERATIVE 2 EDUCATION AND WORK-BASED LEARNING. 3 (a) PURPOSE.—It is the purpose of this Act, and the 4 amendments made by this Act, to enable, expand, and en- 5 hance the use of Federal work-study by students for part- 6 time and full-time, off-campus cooperative education and 7 other work-based learning experiences with nonprofit, gov- 8 ernment, and for-profit employers. 9 (b) GRANTS FOR FEDERAL WORK-STUDY PRO- 10 GRAMS.—Part C of title IV of the Higher Education Act 11 of 1965 (20 U.S.C. 1087–51 et seq.) is amended— 12 (1) in section 441(a), by striking ‘‘part-time’’; 13 and 14 (2) in section 443— 15 (A) in subsection (b)(1), by striking ‘‘part– 16 time’’; 17 (B) in subsection (c)— 18 (i) in paragraph (1)— 19 (I) by striking ‘‘program of part- 20 time employment’’ and inserting the 21 following: ‘‘program— 22 ‘‘(A) of employment’’; 23 (II) by inserting ‘‘or’’ after ‘‘sub- 24 section (b)(3);’’; and 25 VerDate Sep 11 2014 23:24 Jun 07, 2019 Jkt 089200 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 E:\BILLS\H3035.IH H3035 pamtmann on DSKBFK8HB2PROD with BILLS 3 •HR 3035 IH (III) by adding at the end the 1 following: 2 ‘‘(B) of full-time employment of its cooper- 3 ative education students— 4 ‘‘(i) in work for a private for-profit or- 5 ganization under an arrangement between 6 the institution and such organization that 7 offers cooperative education and with the 8 requirements of subparagraphs (A) 9 through (D) of subsection (b)(1) and sub- 10 section (b)(3) for not longer than a 6- 11 month period (which period may be com- 12 pleted non-consecutively, including during 13 summer and intercession periods); and 14 ‘‘(ii) who may participate in more 15 than one work period described in clause 16 (i) during the course of the students’ en- 17 rollment;’’; and 18 (ii) in paragraph (4), by inserting 19 ‘‘and complement and reinforce the edu- 20 cational goals or career goals of each stu- 21 dent receiving assistance under this part’’ 22 after ‘‘relevant’’; and 23 (C) by adding at the end the following: 24 VerDate Sep 11 2014 23:24 Jun 07, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H3035.IH H3035 pamtmann on DSKBFK8HB2PROD with BILLS 4 •HR 3035 IH ‘‘(f) CAREER PATHWAYS.—An institution that oper- 1 ates a work-study program under this part may align par- 2 ticipation in the program with the requirements of career 3 pathways as defined in section 3 of the Workforce Innova- 4 tion and Opportunity Act. 5 ‘‘(g) COOPERATIVE EDUCATION.—In this section, the 6 term ‘cooperative education’ means the provision of alter- 7 nating or parallel periods of academic study and work- 8 based learning or public or private employment to give stu- 9 dents work experiences related to their academic or occu- 10 pational objectives and an opportunity to earn the funds 11 necessary for continuing and completing their education.’’. 12 Æ VerDate Sep 11 2014 23:24 Jun 07, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6301 E:\BILLS\H3035.IH H3035 pamtmann on DSKBFK8HB2PROD with BILLS
