To amend title 38, United States Code, to reauthorize the
Supportive Services for Veteran Families Grant Pro-
gram, and for other purposes.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.
3
This Act may be cited as the ‘‘Housing for Women
4
Veterans Act’’.

SEC. 2. ADDITIONAL AMOUNT FOR SUPPORTIVE SERVICES

FOR VETERAN FAMILIES GRANT PROGRAM
2
TO SUPPORT ORGANIZATIONS THAT HAVE A
3
FOCUS
ON
PROVIDING
ASSISTANCE
TO
4
WOMEN VETERANS AND THEIR FAMILIES.

Section 2044(e) of title 38, United States Code, is
6
amended—
7
(1) in paragraph (1), by adding at the end the
8
following new subparagraph:
9
‘‘(H) $400,000,000 for each of fiscal years
10
2020 through 2022.’’; and
11
(2) by adding at the end the following new
12
paragraph:
13
‘‘(4) Not less than $20,000,000 shall be avail-
14
able under paragraph (1)(H) for the provision of fi-
15
nancial assistance under subsection (a) to organiza-
16
tions that have a focus on providing assistance to
17
women veterans and their families.’’.

SEC. 3. GAP ANALYSIS OF DEPARTMENT OF VETERANS AF-
19
FAIRS PROGRAMS THAT PROVIDE ASSIST-
20
ANCE TO WOMEN VETERANS WHO ARE HOME-
21
LESS.

(a) IN GENERAL.—The Secretary of Veterans Affairs
23
shall complete an analysis of programs of the Department
24
of Veterans Affairs that provide assistance to women vet-
25
erans who are homeless or precariously housed to identify

the areas in which such programs are failing to meet the

needs of such women.

(b) REPORT.—Not later than 270 days after the date
3
of the enactment of this Act, the Secretary shall submit
4
to the Committee on Veterans’ Affairs of the Senate and
5
the Committee on Veterans’ Affairs of the House of Rep-
6
resentatives a report on the analysis completed under sub-
7
section (a).
