A BILL
To amend the Older Americans Act of 1965 to establish
a grant program for multigenerational activities for long-
term care facilities.
Be it enacted by the Senate and House of Representa-

tives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘‘Care Across Genera-
4
tions Act’’.

SEC. 2. COMPETITIVE GRANT PROGRAM FOR THE FUNDING

OF
MULTIGENERATIONAL
PROGRAMS
IN

LONG-TERM CARE FACILITIES.

Part A of title IV of the Older Americans Act of 1965
4
(42 U.S.C. 3032 et seq.) is amended by adding at the end
5
the following:
6
‘‘SEC. 423. COMPETITIVE GRANT PROGRAM FOR THE FUND-
7
ING OF MULTIGENERATIONAL PROGRAMS IN
8
LONG-TERM CARE FACILITIES.
9
‘‘(a) ESTABLISHMENT OF GRANT PROGRAM.—The
10
Assistant Secretary shall award grants, on a competitive
11
basis, to eligible entities to—
12
‘‘(1) operate a qualified child care facility with-
13
in the long-term care facility operated by the eligible
14
entity; and
15
‘‘(2) coordinate multigenerational activities be-
16
tween the integrated qualified child care facility and
17
long-term care facility.
18
‘‘(b) APPLICATION.—An entity seeking a grant under
19
this section shall submit an application to the Assistant
20
Secretary at such time, in such manner, and accompanied
21
by such information as the Assistant Secretary may rea-
22
sonably require.

‘‘(c) EVALUATION AND REPORT.—
24
‘‘(1) EVALUATION.—Each eligible entity receiv-
25
ing a grant under this section shall evaluate—

‘‘(A) the effectiveness of the entity in oper-
1
ating a qualified child care facility within a
2
long-term care facility as required under sub-
3
section (a)(1);
4
‘‘(B) the effectiveness of the multigenera-
5
tional activities coordinated under subsection
6
(a)(2); and
7
‘‘(C) the impact on older individuals of the
8
co-location and multigenerational activities car-
9
ried out by the entity.

‘‘(2) REPORT.—Each eligible entity receiving a
11
grant under this section shall, not later than 6
12
months after the expiration of the period for which
13
the grant is in effect, submit a report to the Assist-
14
ant Secretary containing the evaluation under para-
15
graph (1).

‘‘(d) REPORT
TO CONGRESS.—Not later than 6
17
months after the Assistant Secretary receives all reports
18
required under subsection (c)(2), the Assistant Secretary
19
shall prepare and submit to the Committee on Education
20
and Labor of the House of Representatives and the Com-
21
mittee on Health, Education, Labor, and Pensions of the
22
Senate a report that assesses the evaluations contained in
23
the reports required under subsection (c)(2). The report

required of the Assistant Secretary under this subsection

shall include, at a minimum—
2
‘‘(1) the names and addresses of all eligible en-
3
tities that received grants under this section;
4
‘‘(2) a description of the methods such eligible
5
entities used in operating qualified child care facili-
6
ties within long-term care facilities as required
7
under subsection (a)(1);
8
‘‘(3) a description of the methods such eligible
9
entities used in coordinating multigenerational ac-
10
tivities required under subsection (a)(2);
11
‘‘(4) a strategy for disseminating the findings
12
resulting from the projects carried out through
13
grants under this section; and
14
‘‘(5) any policy change recommendations relat-
15
ing to operating qualified child care facilities within
16
long-term care facilities.

‘‘(e) DEFINITIONS.—As used in this section:
18
‘‘(1) ELIGIBLE ENTITY.—The term ‘eligible en-
19
tity’ means an organization operating a long-term
20
care facility that submits an application meeting the
21
requirements under subsection (b).

‘‘(2)
MULTIGENERATIONAL
ACTIVITY.—The
23
term ‘multigenerational activity’ means an activity

that provides an opportunity for interaction between
1
two or more individuals of different generations.

‘‘(3) QUALIFIED CHILD CARE FACILITY.—The
3
term ‘qualified child care facility’ means a facility—
4
‘‘(A) the principal use of which is to pro-
5
vide child care assistance, and
6
‘‘(B) that meets the requirements of all ap-
7
plicable laws and regulations of the State or
8
local government in which the facility is located,
9
including with respect to the licensing of the fa-
10
cility as a child care facility.

‘‘(f) AUTHORIZATION OF APPROPRIATIONS.—There
12
are authorized to be appropriated to carry out this section
13
such sums as may be necessary for each of fiscal years
14
2020 through 2025.’’.
