Office of the Majority Floor Leader, $2,955,000, 17 including $10,000 for official expenses of the Majority 18 Leader; Office of the Minority Floor Leader, $8,682,000, 19 including $10,000 for official expenses of the Minority 20 Leader; Republican Conference, $2,406,000; 1 Democratic Caucus, $2,061,000: Provided, That such 2 amount for salaries and expenses shall remain available 3 from January 3, 2020 until January 2, 2021. 4 MEMBERS’ REPRESENTATIONAL ALLOWANCES 5 INCLUDING MEMBERS’ CLERK HIRE, OFFICIAL 6 EXPENSES OF MEMBERS, AND OFFICIAL MAIL 7 For Members’ representational allowances, including 8 Members’ clerk hire, official expenses, and official mail, 9 $615,000,000. 10 ALLOWANCE FOR COMPENSATION OF INTERNS IN 11 MEMBER OFFICES 12 For the allowance established under section 120 of 13 the Legislative Branch Appropriations Act, 2019 (2 14 U.S.C. 5322a) for the compensation of interns who serve 15 in the offices of Members of the House of Representatives, 16 $11,025,000, to remain available through December 31, 17 2020: Provided, That notwithstanding section 120(b) of 18 such Act, an office of a Member of the House of Rep- 19 resentatives may use not more than $25,000 of the allow- 20 ance available under this heading during calendar year 21 2020. 22 VerDate Sep 11 2014 22:42 May 16, 2019 Jkt 089200 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 E:\BILLS\H2779.RH H2779 kjohnson on DSK79L0C42 with BILLS 4 •HR 2779 RH ALLOWANCE FOR COMPENSATION OF INTERNS IN HOUSE 1 LEADERSHIP OFFICES 2 For the allowance established under section 113 of 3 this Act for the compensation of interns who serve in 4 House leadership offices, $365,000, to remain available 5 through December 31, 2020: Provided, That of the 6 amount provided under this heading, $200,000 shall be 7 available for the compensation of interns who serve in 8 House leadership offices of the majority, to be allocated 9 among such offices by the Speaker of the House of Rep- 10 resentatives, and $165,000 shall be available for the com- 11 pensation of interns who serve in House leadership offices 12 of the minority, to be allocated among such offices by the 13 Minority Floor Leader. 14 COMMITTEE EMPLOYEES 15 STANDING COMMITTEES, SPECIAL AND SELECT 16 For salaries and expenses of standing committees, 17 special and select, authorized by House resolutions, 18 $135,359,000: Provided, That such amount shall remain 19 available for such salaries and expenses until December 20 31, 2020, except that $2,850,000 of such amount shall 21 remain available until expended for committee room up- 22 grading. 23 VerDate Sep 11 2014 22:42 May 16, 2019 Jkt 089200 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 E:\BILLS\H2779.RH H2779 kjohnson on DSK79L0C42 with BILLS 5 •HR 2779 RH COMMITTEE ON APPROPRIATIONS 1 For salaries and expenses of the Committee on Ap- 2 propriations, $24,269,000, including studies and examina- 3 tions of executive agencies and temporary personal serv- 4 ices for such committee, to be expended in accordance with 5 section 202(b) of the Legislative Reorganization Act of 6 1946 and to be available for reimbursement to agencies 7 for services performed: Provided, That such amount shall 8 remain available for such salaries and expenses until De- 9 cember 31, 2020. 10 SALARIES, OFFICERS AND EMPLOYEES 11 For compensation and expenses of officers and em- 12 ployees, as authorized by law, $245,736,000, including: 13 for salaries and expenses of the Office of the Clerk, includ- 14 ing the positions of the Chaplain and the Historian, and 15 including not more than $25,000 for official representa- 16 tion and reception expenses, of which not more than 17 $20,000 is for the Family Room and not more than 18 $2,000 is for the Office of the Chaplain, $32,228,000, of 19 which $3,120,000 shall remain available until expended; 9 for salaries and expenses of the Office of General Counsel, 10 $1,518,000; for salaries and expenses of the Office of the 11 Parliamentarian, including the Parliamentarian, $2,000 12 for preparing the Digest of Rules, and not more than 13 $1,000 for official representation and reception expenses, 14 $2,088,000; for salaries and expenses of the Office of the 15 Law Revision Counsel of the House, $3,419,000; for sala- 16 ries and expenses of the Office of the Legislative Counsel 17 of the House, $11,937,000; for salaries and expenses of 18 the Office of Interparliamentary Affairs, $814,000; for 19 other authorized employees, $584,000. 20 ALLOWANCES AND EXPENSES 21 For allowances and expenses as authorized by House 22 resolution or law, $290,543,000, including: supplies, mate- 23 rials, administrative costs and Federal tort claims, 24 $526,000; Gov- 1 ernment contributions for health, retirement, Social Secu- 2 rity, and other applicable employee benefits, 3 $262,000,000, to remain available until March 31, 2021; 4 salaries and expenses for Business Continuity and Dis- 5 aster Recovery, $17,668,000, of which $5,000,000 shall 6 remain available until expended; transition activities for 7 new members and staff, $4,489,000, to remain available 8 until expended; Wounded Warrior Program, $3,000,000, 9 to remain available until expended; Office of Congressional 10 Ethics, $1,670,000; and miscellaneous items including 11 purchase, exchange, maintenance, repair and operation of 12 House motor vehicles, interparliamentary receptions, and 13 gratuities to heirs of deceased employees of the House, 14 $1,000,000. 15 ADMINISTRATIVE PROVISIONS 16 REQUIRING AMOUNTS REMAINING IN MEMBERS’ REP- 17 RESENTATIONAL ALLOWANCES TO BE USED FOR 18 DEFICIT REDUCTION OR TO REDUCE THE FEDERAL 19 DEBT 20 SEC. 110. (a) Notwithstanding any other provision 21 of law, any amounts appropriated under this Act for 22 ‘‘HOUSE OF REPRESENTATIVES—SALARIES AND 23 EXPENSES—MEMBERS’ REPRESENTATIONAL ALLOW- 24 ANCES’’ shall be available only for fiscal year 2020. Any 25 VerDate Sep 11 2014 22:42 May 16, 2019 Jkt 089200 PO 00000 Frm 00007 Fmt 6652 Sfmt 6201 E:\BILLS\H2779.RH H2779 kjohnson on DSK79L0C42 with BILLS 8 •HR 2779 RH amount remaining after all payments are made under such 1 allowances for fiscal year 2020 shall be deposited in the 2 Treasury and used for deficit reduction (or, if there is no 3 Federal budget deficit after all such payments have been 4 made, for reducing the Federal debt, in such manner as 5 the Secretary of the Treasury considers appropriate). 6 (b) The Committee on House Administration of the 7 House of Representatives shall have authority to prescribe 8 regulations to carry out this section. 9 (c) As used in this section, the term ‘‘Member of the 10 House of Representatives’’ means a Representative in, or 11 a Delegate or Resident Commissioner to, the Congress. 12 LIMITATION ON AMOUNT AVAILABLE TO LEASE VEHICLES 13 SEC. 111. None of the funds made available in this 14 Act may be used by the Chief Administrative Officer of 15 the House of Representatives to make any payments from 16 any Members’ Representational Allowance for the leasing 17 of a vehicle, excluding mobile district offices, in an aggre- 18 gate amount that exceeds $1,000 for the vehicle in any 19 month. 20 ALLOWANCE FOR COMPENSATION OF INTERNS IN 21 MEMBER OFFICES 22 SEC. 112. (a) Section 120(f) of the Legislative 23 Branch Appropriations Act, 2019 (2 U.S.C. 5322a(f)) is 24 amended by striking the period at the end and inserting 25 VerDate Sep 11 2014 22:42 May 16, 2019 Jkt 089200 PO 00000 Frm 00008 Fmt 6652 Sfmt 6201 E:\BILLS\H2779.RH H2779 kjohnson on DSK79L0C42 with BILLS 9 •HR 2779 RH the following: ‘‘, and such sums as may be necessary for 1 fiscal year 2020 and each succeeding fiscal year.’’. 2 (b) The amendment made by subsection (a) shall take 3 effect as if included in the enactment of section 120 of 4 the Legislative Branch Appropriations Act, 2019 (2 5 U.S.C. 5322a). 6 ALLOWANCE FOR COMPENSATION OF INTERNS IN HOUSE 7 LEADERSHIP OFFICES 8 SEC. 113. (a) There is established for the House of 9 Representatives an allowance which shall be available for 10 the compensation of interns who serve in House leadership 11 offices. 12 (b) Section 104(b) of the House of Representatives 13 Administrative Reform Technical Corrections Act (2 14 U.S.C. 5321(b)) shall apply with respect to an intern who 15 is compensated under the allowance under this section in 16 the same manner as such section applies with respect to 17 an intern who is compensated under the Members’ Rep- 18 resentational Allowance. 19 (c) In this section — 20 (1) the term ‘‘House leadership office’’ means, 21 with respect to a fiscal year, any office for which the 22 appropriation for salaries and expenses of the office 23 for the fiscal year is provided under the heading 24 ‘‘House Leadership Offices’’ in the Act making ap- 25 VerDate Sep 11 2014 22:42 May 16, 2019 Jkt 089200 PO 00000 Frm 00009 Fmt 6652 Sfmt 6201 E:\BILLS\H2779.RH H2779 kjohnson on DSK79L0C42 with BILLS 10 •HR 2779 RH propriations for the Legislative Branch for the fiscal 1 year; and 2 (2) term ‘‘intern’’, with respect to a House 3 leadership office, has the meaning given such term 4 with respect to a Member of the House of Rep- 5 resentatives in section 104(c)(2) of the House of 6 Representatives Administrative Reform Technical 7 Corrections Act (2 U.S.C. 5321(c)(2)). 8 (d) There are authorized to be appropriated to carry 9 out this section such sums as may be necessary for fiscal 10 year 2020 and each succeeding fiscal year. 11 CYBERSECURITY ASSISTANCE FOR HOUSE OF 12 REPRESENTATIVES 13 SEC. 114. The head of any Federal entity that pro- 14 vides assistance to the House of Representatives in the 15 House’s efforts to deter, prevent, mitigate, or remediate 16 cybersecurity risks to, and incidents involving, the infor- 17 mation systems of the House shall take all necessary steps 18 to ensure the constitutional integrity of the separate 19 branches of the government at all stages of providing the 20 assistance, including applying minimization procedures to 21 limit the spread or sharing of privileged House and Mem- 22 ber information. 23 RESCISSIONS OF FUNDS 24 SEC. 115. (a) Of the unobligated balances available 25 from prior appropriations Acts from the revolving fund es- 26 VerDate Sep 11 2014 22:42 May 16, 2019 Jkt 089200 PO 00000 Frm 00010 Fmt 6652 Sfmt 6201 E:\BILLS\H2779.RH H2779 kjohnson on DSK79L0C42 with BILLS 11 •HR 2779 RH tablished under House Resolution 94, Ninety Eighth Con- 1 gress, agreed to February 8, 1983, as enacted into perma- 2 nent law by section 110 of the Congressional Operations 3 Appropriations Act, 1984 (2 U.S.C. 4917), $1,000,000 is 4 hereby rescinded. 5 (b) Of the unobligated balances available from prior 6 appropriations Acts from the revolving fund established in 7 the item relating to ‘‘Stationery’’ under the heading 8 ‘‘House of Representatives, Contingent Expenses of the 9 House’’ in the first section of the Legislative Branch Ap- 10 propriation Act, 1948 (2 U.S.C. 5534), $4,000,000 is 11 hereby rescinded. 12 USE OF AVAILABLE BALANCES OF EXPIRED 13 APPROPRIATIONS 14 (INCLUDING TRANSFER OF FUNDS) 15 SEC. 116. (a) Subject to section 119 of the Legisla- 16 tive Branch Appropriations Act, 2018 (2 U.S.C. 5511), 17 available balances of expired appropriations for the House 18 of Representatives shall be available to the House of Rep- 19 resentatives— 20 (1) for the payment of a death gratuity which 21 is specifically appropriated by law and which is made 22 in connection with the death of an employee of the 23 House of Representatives, without regard to the fis- 24 cal year in which the payment is made; and 25 VerDat [Text truncated for display.
